lose cooperation between countries, regions and cities is according to the Territorial Agenda 2020 of the EU a key to achieve sustainable growth and cohesion in Europe. Furthermore, “Cooperation. Without borders” is the slogan under which the Interreg Programmes support a balanced spatial develop- ment. Thus, a joint proceeding is the basis for any European project work. But what are the chal- lenges of working together in the daily routine of the projects? How do international partners again and again fi nd a common ground to base on? And how do they network in practice?

The Christmas edition of this newsletter illustrates different possibilities of cross-sectoral exchange of experiences by concrete project examples. “Best Agers” promotes the cooperation between elderly mentors and young entrepreneurs, while “Second Chance” focuses on public-private partnerships in the fi eld of cultural and creative economies.

The projects “SoNorA”, “SCANDRIA” and

“TRANSITECTS” presented selected project results on international conferences resp. work- shops to a specialist audience. Joint statements to transport political topics are high on the agenda of the “INTER-Regio-Rail” partners. At last, LABEL promotes the necessity of communication in regard to the adaptation to fl ood risk with e.g.

workshops or a moving exhibition.

This newsletter informs about the Federal Programme Transnational Cooperation. With this programme, the Federal Institute for Research on Building, Urban Affairs and Spatial Development supports German project partners in European projects of strategic political relevance for the Federal Governement on behalf of the Federal Ministry for Transport, Building and Urban Development.

constellations of cooperation have to be aspired. The project partners will exchange their different PPP-concepts during a workshop in March 2012.

Furthermore, the partner HALLE 14 implemented fi rst investments preparing meas- ures on the area of the former cotton spinning mill. As a pilot project, there are go- ing to come up eleven artist studios which will be used for an international scholarship programme and for coopera- tion projects with European partners. Construction is in full play, lighting and heating only have to be connected, the corridors and the sanitary fi t- tings are going to be fi nished in 2012. The majority of the studios are primarily intended for the three-monthly stays of international artists in resi- dence.

To promote the exchange of experiences between different projects, networks and initia- tives, the project arranged an exhibition titled “Best Agers Project Fair” in November in Hamburg. Over twenty ex- hibitors from Germany, Latvia, Poland, Norway and other EU projects attended the fair and provided information about their activities.

In the city of Kiel, the pilot seminar for executives of the city’s personnel department was a “test run” for modules on “Employees as the Major Resource”, “Corporate Health Management” and “Change Management” to be used in public administrations. Cen- tral areas of action, such as working environment, work- ing hours, HR management or corporate health promotion, were tested and evaluated by the participating employees of the city administration.

On behalf of the project, a production company in Ham- burg is currently working on a documentary fi lm, to make the potential of the “Best Agers” visible to a wider pub- lic. The fi lm introduces four people from four partner countries, who want to share their knowledge and experi- ences – as Mr. Billmann in Schleswig-Holstein.

In Poland, Lithuania, Latvia and Estonia networks of ex- perts and elderly mentors are growing which support young entrepreneurs and especially small and medium sized en- terprises. To bring these two groups into contact, a multi- lingual web portal is currently under construction. The new initiatives will benefi t from the experiences that have

nder the leadership of the City of Nuremberg, the project Second Chance focuses on the creative eco- nomic revitalisation of urban brown fi elds. At present, the partner cities Leipzig, Nurem- berg, Cracow, Ljubljana and Venice develop distinct utiliza- tion and fi nancing concepts for the different locations, whereby the possibilities of public-private-partnerships (PPP) are be taken into consid- eration.

In Leipzig, this means the concretization of the partner- ship with the property owner of HALLE 14 and the spinning factory, the management com- pany “Leipzig cotton spinning mill”. It is necessary to build up further partnerships in con- nection with the artist studios and the exhibition spaces of HALLE 14. The fi rst concepts show that precisely the con- tent-based cooperations often do not correspond to classical public-private-partnership models, but that also other

structures and planning, they defi ne a Core and Compre- hensive Network for transport infrastructures in Europe.

Central nodes and connecting corridors in between form the anchor points of this network.

Refl ecting the relevance of these infrastructures, events within the projects SCANDRIA and TRANSITECTS set a focus on European nodes respec- tively corridors.

Green corridors and explicitly the Scandinavian-Adriatic- Corridor have been the main issue of the SCANDRIA hear- ing “Green Transport and Growth from Scandinavia to the Adriatic Sea“ on 22nd No- vember 2011 in Brussels. High- ranking panels, involving a.

Transport infrastructures are a main precondition for this con- cern. Accordingly they have to be planned in intensive com- munication processes together with the economy.

The draft version of the new TEN-T guidelines adopts the Europe 2020 goal on sustaina- ble growth through intelligent transport development. Based on the White Paper about a common European transport area and on existing infra-

Furthermore, discussions focussed on chances and chal- lenges of the involvement of the Scandinavian-Adriatic- Corridor into the European Core Network took place.

Logistic nodes, whether they are cities, harbours or logistic platforms, are the multi- modal hubs of the European transport network. Thus, their functionality is decisive for the capacity and effi ciency of the whole system. In the frame of the TRANSITECTS- workshop „Fit for the future – innovative ideas for logistic nodes“ on 29th November 2011 in Berlin, actors from several European projects discussed how to sustainably assure and improve this functionality. ransport and economy are two sides of the same coin:

to involve economic locations in market systems and value chains, reliable transport infrastructures are needed.

Transport friendly branches offer an enormous economic and innovation potential, whereas increasing produc- tion generates higher trans- port volumes to be handled intelligently. The strategy Europe 2020 underlines the important role of sustain- able transport for economic growth: the guiding principle

“resource effi cient Europe”

claims the modernisation of transport via intelligent, mod- ern and completely interlinked transport infrastructures.

The conference “Economic perspectives between Scandi- navia and the Adriatic Sea” on 3rd November 2011 in Berlin discussed existing possibilities and regional potentials to in- duce economic impulses based on transport. 100 participants attended the event.

etworking plays an important role for the regional rail transport (RRT) project INTER-Regio Rail.

The nine project partners from Germany, Poland, Czech Republic and Italy illustrate with the implementation of transnational pilot projects, how the RRT-authorities can improve the infrastructure, the organisation and the sup- ply of regional rail transport.

One main issue of the project is the cross-border cooperation of RRT-authorities in Europe in order to discuss common framework conditions. The partners of INTER-Regio-Rail also take up position on cur- rent transport political topics on European level. They devel- oped a position paper on the redraft of the “First Railway Package” of the EU and sent it to political decision makers in the European Parliament. Fur- thermore, they compiled and published a brochure about the organisation of RRT in the different European countries.

The aim of this leafl et is to establish a network between the authorities of regional rail transport in Europe. As a re- sult, there has been developed a common document which can serve as a working base for the further exchange of expe- riences.

Thereby regional concepts as dry-ports as well as sub-regional alli- ances a. o. alongside corridors will play a role.

Such cooperation supports the effi cient use of existing infrastructures (using poten- tials of peripheral locations, bundling goods etc.), the development of integrated offers along transport chains and the communication of alternatives – especially to the economy. Furthermore, research and development cooperation allow the harmo- nisation of technical island solutions.

Flood risk management – challenges and ideas at the Elbe

hich challenges are existent in view to fl ood prevention and how can they be tackled? The project LABEL developed and exem- plarily implemented interest- ing ideas. During a workshop on 17th November 2011 at the Federal Ministry of Transport, Building and Urban Develop- ment these ideas have been discussed with 30 representa- tives from federal, regional and municipal level as well as with further stakeholders.

It got clear that a view beyond administrative borders may enhance quality and sustain- ability of fl ood risk manage- ment. LABEL set important im- pulses in this regard. Partner- ships on political, municipal and scientifi c level have been encouraged and supported.

A good practice example is the fl ood partnership Elbe which involves 13 munici- palities so far. Furthermore, LABEL developed innovative products as for example the Elbe-atlas, showing potential

areas subject to fl ooding in a cross-boarder illustration.

Once more, the workshop emphasized the high rel- evance of communication for successful fl ood risk manage- ment. As even a dramatic fl ood event loses its brisance relatively fast, existing knowledge has to be spread continuously. With a mov- ing exhibition, project days and a cycling guide, LABEL improves comprehension for fl ood waters and the related problematic.

There is consensus that co- operation for fl ood risk man- agement at the Elbe has to be continued as fl ood events will keep on taking place and neither sensitisation nor coor- dination beyond borders are comprehensive so far.
