t has become increasingly clear that the cultural and creative industry is far more than just an image factor: currently about 8.5 million people are employed in this sector throughout Europe.

To realize the sector’s full potential, the EU Com- mission published a policy paper in September 2012. Thus, in future creative professionals will benefi t from an easier access to capital and new business models. In order to overcome challenges such as globalization and digitization, and to create more jobs in the industry, the EU Commission also proposed the program “Creative Europe” for the funding period from 2014.

The projects Creative Cities and SECOND CHANCE are also focussing on the opportunities of the creative economy. The former has developed strategies to promote the clustering of creative industries and to support creative economy through targeted promotion of economic develop- ment. The project partners of SECOND CHANCE exemplify in fi ve pilot initiatives how brownfi eld sites can obtain a “second chance” through creative re-use.

Economy and employment are the main topics of Best Agers and AGORA 2.0, which both phase out at the end of this year. Best Agers campaigned for a better integration of people over the age of 55 in the workforce, while AGORA 2.0 aimed to promote natural and cultural tourism in the Baltic Sea region. We also present updates on three transport projects. While the goal of INTER-Regio-Rail is making rail passenger transport more customer friendly and sustainable, RAILHUC develops strate- gies to integrate local transport systems in the long distance transport network. Finally, the relatively

“young” project Amber Coast Logistics supports multimodal logistics centres in the Southern and Eastern Baltic region.

left-open trade properties or unspecifi c single objects. They have been strengthened as specifi c creative sites. Project partners organised events, interactive round tables and built virtual knowledge centres enabling the exchange between science and practice.

Experience made within the project shows that creative strategies can help to pattern the economic and structural change. Thus, urban renewal can be pushed. The fi nal conference on 29./30.11.2012 did not fi nalise this coop- eration: Instead, activities on marketing and networking should be continued.

tional event venue was created in Krakow, and since the beginning of 2012, the new studios of “Halle 14” in Leipzig offer opportunities for the creative exchange between artists.

The artistic exchange between the partners was also promoted. On the occasion of the event “OPEN On AEG” in September 2012, artists from all partner cities came to Nuremberg to present their projects. The Nuremberg sound artist Tanja Hemm in turn presented an installation in the “Porta Nuova” in Venice and the Fabrication Labora- tory Nuremberg will offer insights into their work at the “RogLab” in Ljubljana.

Results to date are summa- rized in an interim report.

ince January 2010, the ten partners from fi ve central European cities of the project SECOND CHANCE are working towards the revitalization of former industrial sites. The pilot initiatives in all cities were fully implemented by autumn 2012. In 2013, the partners will visit all pilot projects and evaluate them constructively in peer reviews. In addition, a mobile sculpture was devel- oped to highlight the potential of the locations.

In Nuremberg the “Werkstatt 141” was established, creat- ing a location which is used for theater education and as an event venue. First work- shops took place in Ljubljana in “RogLab”, an action space in container architecture for training and exhibitions.

The tower “Porta Nuova” in the Venetian Arsenal is used for exhibitions and installa- tions and serves as a think thank on the future use of the site. Moreover, a multifunc-

• supporting creative industry clusters and

• creating possibility spaces for the creative via specifi c economic promotion.

The partner cities Gdansk, Genoa, Leipzig, Ljubljana and Pécs are searching for unique characteristics concerning the branch, enterprises and space appropriation. For this, SWOT- analyses were conducted to identify districts with poten- tial for creative development and usage. The very early integration of local actors was the basic prerequisite to detect needs, potentials and already existing project ideas.

Thus, hybrid spaces, meaning districts in transition between abandoned usage and new planning, are especially qualifi ed: former industrial, military or railway areas,

he Project AGORA 2.0 aimed to create a common sense of identity in Baltic Sea Region and support nature and culture tourism. At the fi nal conference in November 2012 in Sopot, Poland, the fi nal results were presented and six “Baltic Sea Wonders”

were awarded. These are the favourite sites of natural and cultural heritage, which were elected after seven months of online voting by inhabit- ants of the region. “It is an important chance that we can promote our regions under the title “Baltic Sea Wonders!”

In addition, similarities in the Baltic region were identifi ed by survey. In the category “Culture, History and Tradition” the similari- ties Hanseatic League, castles,

folklore and traditions were identifi ed. In the category

“Nature” they were forests and lakes, amber, beaches and dunes. Where “Society and Economy” is concerned, all the Baltic countries attach great importance to education, en- vironmental protection and safety.

BASTIS (Baltic Sea Heritage Tourism Information Service) is a further important output.

The latest market research data (2011) were worked up especially for small and me- dium-sized enterprises in the tourism sector and adapted to the needs of the Baltic Sea Region. The main priorities are on destinations, source markets, target groups and information about concrete heritage sites which can be entered by these organisations themselves.

W

hen the partners of the project „Best Agers“ began their work on older employees, entrepre- neurs and mentors three years ago, this seemed to be just a niche topic. Today interest in demographic developments and the age groups 55 and older is larger than ever.

During the fi nal conference in November 2012 in Kiel, Germany, key project results were presented and demo- graphic trends in the Baltic Sea Region were discussed with experts and guests. Two book- lets offer recommendations concerning the employment situation of older people and results of the pilot initiatives that were implemented. Fur- thermore, a documentary was presented which portrays four active older citizens who continue their activity in dif- ferent ways despite closing in on or having passed retirement age. All episodes are available online on the youtube channel

“bestagersproject”.

For small and medium-sized enterprises (SME) staff ageing poses a particular challenge.

A study on age management strategies commissioned by the project was discussed at a round-table with experts from, inter alias, the EU-Commis- sion, the AGE Platform Europe as well as the European SME association UEAPME. The par- ticipants agreed that there are very few positive examples for successful age management approaches in SMEs. To over- come this shortage and create such examples is the aim of the extension project „Best Agers Lighthouses“ which was recently approved. Scientifi cal- ly monitored interventions in selected lighthouse companies will be carried out to demon- strate the costs and benefi ts of applying age management to both public and private employers.

The metropolitan region of Central Germany is concerned with the integration of the cities of Dresden, Erfurt and Leipzig / Halle in the long-dis- tance network, and with the improvement of train services in the region. A long-distance transport study will determine strategies to create a viable long-distance transport net- work for the entire metropoli- tan region.

At two project meetings in autumn 2012, possibilities for improving the railway system were discussed. A variety of institutions, such as Pro Bahn, the Traffi c Club Germany, the Federal Association of Rail Transport and several Chambers of Industry and Commerce were included in the discussion. In addition, site inspections were conducted in Dresden, Chemnitz and Berlin.

working on the establishment of the fi rst regional transport network in Poland. In addi- tion, the project partners have published a handbook on the organization of rail passenger transport, which describes the structure and focal points of the 196 regional transport authorities in Europe.

In addition to the partnership of INTER-Regio-Rail, a larger network of European regional transport authorities has emerged. It met in May 2012 and exchanged experiences on the organization of the rail passenger transport. Another meeting is intended to take place in May 2013. On this basis, the partners can devise shared responses to legislation drafts on the European level.

Regional Development through Innovative Transport Projects

he aim of INTER-Regio-Rail is to improve the local rail transport in Central Europe.

Nine partners implement pilot projects to show how better organization and infrastruc- ture as well as tailor-made services can gain new passen- gers permanently. This way, policy makers are encouraged to improve the overall condi- tions of the passenger railway system.

Various studies show the poten- tials and barriers to the railway system in the partner regions.

In South Tyrol a customer satis- faction survey was conducted, which can be the basis of future performance descriptions of transport contracts. In the region Emilia Romagna a pilot project aimed to integrate cyclists better into the regional rail transport. In this regard, a bike train has been tested.

The Stuttgart Region has launched a personal mobil- ity service to support eld- erly people in their use of local transport. The city of Lubin is

he project Railway Hub Cities (RAILHUC) develops solutions for the integration of regional and urban transport in the long- distance passenger transport system. The aim is to improve the accessibility of the trans- port hub from the surrounding regions. The urban hinterland will thus benefi t from the transport hub’s attractiveness, capacity and connectivity to the core network, which is, inter alias, currently being re- defi ned as “Trans-European Transport Networks” (TEN-T).

Under the leadership of the northern Italian region of Emilia-Romagna, the 13 project partners develop regionally consistent approaches to public trans- port. Good solutions from oth- er regions are tested for their applicability in similar cases and implemented if appropri- ate. The results of RAILHUC will eventually be incorpo- rated in the national and Euro- pean mobility strategies.

he transnational logis- tics project Amber Coast Logistics (ACL) aims to build multimodal logistics centres and thereby improve acces- sibility and transport streams in the Southern and Eastern Baltic Sea region. The 20 project partners from Belarus, Denmark, Germany, Latvia, Lithuania and Poland include representatives from ports and logistics locations, local authorities and research institutes. Together, they promote economic coopera- tion between the South-East- ern Baltic region, its natural hinterland - Belarus, Ukraine and Kazakhstan - and Central Europe to provide impulses for long-term growth.

Until March 2014, the project partners are working jointly on three core issues: They will examine the infl uence that laws and policies have on transport organizations and commodity fl ows. In addition, an action plan to promote multimodal transport struc-

tures will be developed.

Underpinning this is, amongst others, a study on the economic development opportunities in the Baltic Sea region prepared by the Hamburg Institute of Interna- tional Economics. Finally, the aim is to translate the results into practice.

Since the kick-off meeting in October 2011 in Hamburg, ACL has organized several workshops. At the third meet- ing in early November 2012 in Warsaw fi rst studies and status quo analyses have been presented. The latter include EU transport regulations as well as studies on various aspects of accessibility of regions.
