ot only the year, but also the current programming period draws to a close. Time to review and to preview upcoming issues.

Since 2006, the Federal Ministry of Transport, Building and Urban Development supports German partners by financing projects of transnational cooperation (INTERREG B) which have strategic importance, in the scope of the Federal Programme “Transnational Cooperation”.

During the last seven years, the programme has become an established and accepted funding.

This is demonstrated by the interest for the last call of the terminating funding period: Altogether 50 applications have been submitted of which nine were approved. The next call for applications for initial financing is currently open, deadline is the 7th February 2014.

Between 2007 and 2013, added together 40 projects got a co-financing commitment, which supports German projects at funding their own contribution. The majority of these projects was approved by the EU. In the future the emphasis will remain on the successful model of co-financ- ing, which has contributed to fundraise a multiple of ERDF resources.

On page 2 we will inform you about the continu- ation of the Federal Programme “Transnational Cooperation” as from 2014. Then we will present as usually news from different projects. Today, the focus is on the Alpine Space projects AlpBC and C3-Alps, as well as on the transport-projects Amber Coast Logistics and SusFreight. Last but not least, we will present news from AQUAFIMA which is concerned with aquaculture and regional devel- opment.

With this programme, the Federal Institute for Research on Building, Urban Affairs and Spatial Development supports German project partners in European projects of strategic political relevance for the Federal Governement on behalf of the Federal Ministry for Transport, Building and Urban Development.

2014–2020

In the period from 2014 to 2020, the Federal Programme will continue to support projects of transnational cooperation.

We summarized the most important information and upcoming key issues for you.

General Remarks

The Federal Ministry of Transport, Building and Urban

Development supports selected projects which put an emphasis on thematic and territorial issues of special federal interest with national funding, provided from the Federal Programme

“Transnational Cooperation”. These projects are realised be- tween 2014 and 2020 within the scope of the European Regional Development Fund (ERDF) under the “European Territorial Coop- eration” objective. The Federal Programme only funds projects of strand B: Transnational Cooperation. In the future, Germany will be involved in six cooperation areas: Alpine Space, Danube Area, Central Europe, North Sea Region, North West Europe and Baltic Sea Region. Applications can be submitted for all programme areas.

Categories of Funding

The three categories of the Federal Programme’s funding remain the same: Initial Financing, Co-financing, and Docking Financ- ing. While primarily (future) Lead Partners can make use of the Initial Financing and of the Co-financing, the Docking Financing is also open to all project partners. In all categories, the applicant is requested to provide an appropriate own contribution.

• The Initial Funding funds the preparation of an INTERREG B application. The aim and the purpose of the funding is the submission of an application in one of the six INTERREG B cooperation areas with German participation.

• The European Regional Development Fund (ERDF) co-finances INTERREG B projects. The funding rate is between 50 and 76 percent, depending on the cooperation area. The involved partner has to raise the rest (national co-financing). This amount is subsidised by the Federal Programme.

• The Docking Financing serves for the funding of activities which cannot or only insufficiently be implemented in the scope of an INTERREG project, but which are of particular interest for the federal government.

Focus and Novelties of the Upcoming Funding Period

Target Group

Public authorities, societies, associations, chambers and private-public organisations also will be in the focus of the funding from 2014 on. Basically, all German organisations are eligible.

Next Call

Currently, the First Call of the new funding period for project proposals is open. The deadline for submission is the 7th of February 2014. Within the First Call, only applications for Initial Funding can be submitted. The categories “National Co-financing” and “Docking Financing” are not open for applications at this moment. However, a call for co-financing as well as for further Initial Funding proposals is expected to be published still before the summer recess. In general, during the early phase of the new funding period, the focus will be on the categories “Initial Funding” and “Docking Funding”.

Thematic issues

The projects supported by the Initial Funding shall be guided by the thematic priorities of the INTERREG B cooperation areas as from 2014:

(1) Strengthening research, technological development and innovation

(4) Supporting the shift towards a low-carbon economy in all sectors

(6) Protecting the environment and promoting resource efficiency

(7) Promoting sustainable transport and removing bottlenecks in key network infrastructures

Simplified application forms

In the future, the application forms will be simplified.

The application documents, such as project outline, schedule of activities and budget will be summarized in one document and will be adapted for each of the three categories of fund- ing. Separated forms for the three categories of funding are meant to simplify the filling in.

local councils and officials are the target group of the transna- tional project. Communication and persuading are key fac- tors for a successful adaption to climate change. Therefore, the project partners analysed the knowledge and the media behaviour of the target groups.

In order to inform them specifi- cally, guides on communica- tion, reasoning and visualisa- tion were issued. By the end of the year 2014 thematic papers with good practice collections as well as a considerable collec- tion with knowledge about cli- mate impact will be published.

Furthermore, a detailed online knowledge base including adap- tion measures will then make the project results accessible for the users.

to get local stakeholders on board and to promote com- mon decisions. In cooperation with municipalities they devel- oped strategies about how to apply planning tools in the ad- ministration. Administrative power determines the frame in which local self-initiative is possible. Additionally, a work- book was wrote to inform all contributing bodies.

In the Lead Partner region Traunstein, all involved par- ties currently work on a draft for a regional competence centre. In the future, classes for consulting and education concerning the sustainable, energy-related renovation of alpine buildings will be of- fered there to regional crafts- men and policymakers.

he project AlpBC is a capi- talisation project which is based on the results of its predecessor “AlpHouse”. The latter one was concerned with the energy-related renovation of alpine buildings. In doing so, the focus was on the principles of traditional alpine architec- ture and on the compliance with the new energy-related regulations. The eleven project partners of AlpBC continue this approach under the leadership of the Chamber of Handicrafts for Munich and Upper Bavaria.

Considering aspects of territo- rial development and sustain- ability, they develop regional strategies and initiatives to sup- port alpine building culture.

In order to advance the tran- snational exchange of experi- ences, various pilot regions joined in an “Alpine Network”.

The partners also draw on existing networks, so synergies can be used. The project part- ners implemented more than 20 stakeholder workshops on regional policy level in order

T

he climate change is one of the biggest challenges of the 21st century. This is in effect especially for the Alps.

Over the last centuries, this region’s temperature increase has been twice as much as the world average. This brings along substantial changes in all economic and social sec- tors. However, we can already now react to the changing circumstances with cross-sec- toral activities concerning the adaption to climate change.

The responsibility lies with policy makers, but also with each one of us.

But how can the adaption to climate change specifically succeed? The project C3- Alps closes the gap between theoretical knowledge and practical application. Build- ing on the results of previous projects on climate change in the Alps, C3-Alps seeks to synthesize, transfer, and im- plement in policy and practice the best available adaptation knowledge. Therefore, mayors,

he Alps are Europe’s natu- ral bottleneck and they are overloaded because of the continually increasing freight transport. Among others, the extensions of the Brenner- Basis or the Gotthard tunnel shall counteract the negative impact on human, environ- ment and economy. However, also less cost-intensive options can contribute to coping with future challenges.

The six experienced institu- tions of the Alpine Space project SusFreight, which has been approved in July 2013, want to pool their experiences about sustainable freight transport in the Alps made in recent years and use it to derive guiding recommenda- tions. In doing so, the partners from Germany, Italy, Austria and Slovenia engage consider- able and influential institu- tions and stakeholders from the Alpine Space.

The activities are made against the background of the new

programmes of “Transnational Cooperation” (INTERREG) which in 2014 are going to keep funding selected meas- ures in favour of a sustainable, transalpine transport. In order to start future projects, it is necessary to review the know- ledge gained in the expiring funding period. SusFreight links to this interface of the

“old” and the “new” Operation- al Programme. Consequently, the guidance will be especially addressed to those institu- tions which are responsible for the future Alpine Space pro- gramme.

The German Association for Housing, Urban and Spatial Development developed SusFreight and coordinates it as one of the last projects of the expiring funding period, supported by the Federal Programme “Transnational Cooperation”. SusFreight has a shortened running time and will end in November 2014.

A Contribution to Sustainable Transport in the Alps

he project “Amber Coast Logistics” (ACL) started in 2011 with the objective of strengthening cargo transport connections and improving the accessibility of remote areas. Therefore, the partners support the development of multimodal logistics centres in the southern and eastern Baltic Sea region. Recently, priority has been given to the exchange of best practice examples.

During the Staff Exchange Week in May 2013, the ACL project partners visited Ham- burg. There, they learned more about the port network and the dock work. Beside several site visits, many presentations from policy and economy representatives were on the agenda.

The growing importance of the largest Baltic Republic and its hinterland for the German foreign trade was the main topic at the German-Lithua- nian Evening Forum which

took place in September 2013 with about 100 high ranking guests. It was organised jointly by the ACL Lead Partner Hafen Hamburg Marketing e. V.

and the consular office of the Lithuanian Republic.

Beyond, in October 2013 ACL appeared for the first time at the Belarussian Week of Trans- port in Minsk. The emphasis was on the transfer of Best Practice, also carried out in a parallel coaching seminar, in which about 70 stakeholders from the Belarussian logistic sector took part.

Demonstrating Potentials of Aquaculture

F

ishery is one important economic sector for the Baltic Sea Region (BSR), but it faces many new challenges.

Depleting fish stocks are one of these problems. Hence, al- ternative approaches and its development such as aquacul- ture are needed.

Since June 2011 the INTERREG project AQUAFIMA is working on this topic and has since then initiated an exhibition on “Re- gional Fish by Aquaculture”

which was shown in Klaipeda (LT) and in the Meeresmuseum of Stralsund (DE) this year. The purpose of this exhibition was to inform consumers about aquaculture. More than 100 participants visited the open- ing ceremony in Stralsund and took the opportunity to discuss with experts. Highlight was the price ceremony of the photo competition “Fisheries

& Aquaculture” initiated by the EUCC – the Coastal Union Germany.

In September 2013 a Summer Course on aquaculture took place at the University of Rostock in Germany. 18 students from seven European countries could learn – for instance – first-hand about new produc- tion methods, which are cur- rently used in the Baltic Sea.

As the aquaculture sector is stagnating in the EU and even decreasing in the BSR a seminar on „Perspectives of Aquaculture in the Baltic Sea Region”

was organised in Brussels in November 2013. Here, four INTERREG projects working in the field of aquaculture pre- sented their project results to about 50 participants. In a panel discussion the perspectives of aquaculture in the BSR have been discussed with politicians, scientists and the industry.

The final results of AQUAFIMA will be presented in a joint con- ference, held together with the AQUABEST project 5th – 6th of February 2014 Mariehamn (FIN).
