A n t r a g s t e l l e r : B u n d e s v o r s t a n d , B u n d e s a u s s c h u ß , S t r a t e g i e k o m m i s s i o n

Nachdem schon im ve rga ngene n Sommersemester an v e r s c h i e d e n e n U n i v e r s i t ä t e n g e s t r e i k t wurde, haben nun d i e V e r e i n i g t e n Deutschen S t u d e n t e n s c h a f t e n (VDS) und d i e s i e t r a g e n d e n V o l k s f r o n t g r u p p e n zur " s t u d e n t i s c h e n G r o ß o f f e n s i v e "

f ü r d as W i n t e r s e m e s t e r g e b l a s e n . Ge plant i s t e i n b u n d e s w e i t e r G e n e r a l s t r e i k von zwei Wochen, beginnend Ende November ( 2 8 . 1 1 . ? ) . Der RCDS wird e i n e n s o l c h e n S t r e i k im W i n t e r s e m e s t e r n i c h t u n t e r s t ü t z e n .

Folgende Argumente s pr eche n gegen e i n e n S t r e i k im W i n t e r s e m e s t e r :

1. Der RCDS i s t n i c h t g r u n d s ä t z l i c h gegen e i n e n V o r l e s u n g s b o y k o t t . Der RCDS s i e h t ihn a l s d u r c h a u s l e g i t i m e s M i t t e l im Kampf f ü r b e s s e r e S t u d i e n be d i ng un g en a n. Da e r j e d o c h da s l e t z t e und s t ä r k s t e M i t t e l d e r S t u d e n t e n i s t , s p r i c h t s i c h d e r RCDS f ü r e i n e s e h r v o r s i c h t i g e und a b g e s t u f t e Anwendung d e s B oy k o t t s a u s .

I n s b e s o n d e r e i n d e r j e t z i g e n S i t u a t i o n i s t e i n S t r e i k s i n n l o s . Die

" S t r e i k i n f l a t i o n " d e r l e t z t e n J a h r e hat d i e s e s Kampfmitt el a b g e n u t z t . I n s b e s o n d e r e f i n d e t e i n Boykott i n d e r Ö f f e n t l i c h k e i t ü b e r h a u p t k e i n V e r s t ä n d n i s und i s t g e e i g n e t , w e i t e r e Av ersi onen gegen S t u d e n t e n zu f ü h r e n . Es wird von " f a u l e n " S t u d e n t e n g e sp r o c h e n und g e s a g t : "Die s o l l e n doch mal a r b e i t e n ! " . Der S t r e i k i s t n i c h t g e e i g n e t e i n Klima bei P o l i t i k e r n und d e r Ö f f e n t l i c h k e i t h e r z u s t e l l e n , welches von Ver

s t ä n d n i s und Sympathie f ü r d i e S t u d e n t e n g e p r ä g t i s t .

2. Ein Boykott in d e r j e t z i g e n S i t u a t i o n f ü h r t a l s o im G e g e n t e i l e her zu d e r R e a k t i o n , d i e H o c h s c h u l g e s e t z e zu v e r s c h ä r f e n . Wir müssen a u f z e i g e n , daß d i e s s ogar Z i e l d e r V o l k s f r o n t g r u p p e n i s t . Ein s c h l e c h t e s und s t u d i e n f e i n d l i c h e s H o c h s c h u l g e s e t z b i e t e t ihnen e i n e b e s s e r e Mög

l i c h k e i t z ur A g i t a t i o n gegen u n s e r f r e i h e i t l i c h e s G e s e l l s c h a f t s s y s t e m . Der V o r l e s u n g s b o y k o t t im W i n t e r s e m e s t e r hat e i n d e u t i g n i c h t d a s Z i e l , s t u d e n t i s c h e Forderungen d ü r c h z u s e t z e n , s ondern d i e S t u d e n t e n s c h a f t s o l l wieder einmal vor den Karren d e s i d e o l o g i s c h e n Kampf°s d e r Linken g e s p a n n t werden.

Wir l a s s e n n i c h t zu, daß d i e S t u d e n t e n s c h a f t d u r c h V o l k s f r o n t g r u p p e n m i ßb r au c ht und nur den Boden zur A r t i k u l a t i o n a l l g e m e i n p o l i t i s c h e r K l a ss e nk amp f fo rd e ru n ge n abgeben s o l l . Neben dem "Kampf gegen B e r u f s v e r b o t e " und d e r Forderung nach " r u n t e r mit d e r Rüstung" i s t d i e P r o p a g i e r u n g d e r s o g en an nt en "Demo kr at isc he n G e g e n u n i v e r s i t ä t " (DGU) e i n w i c h t i g e s Z i e l d e r den S t r e i k t r a g e n d e n Gruppen. Ausgehend vom a n t i p l u r a L i s t i s e h e n

m a r x i s t i s c h e n W i s s e n s c h a f t s b e g r i f f s o l l u n t e r d e r Forderung "Marx an d i e Uni" gegen d a s b e s t e h e n d e Hochschulsystem a g i t i e r t und p o l e m i s i e r t werden.

Es g e h t bei d e r DGU, wie aus d e r S p a r t a k u s - F e s t s c h r i f t / " 2 . J uni 1967 und d i e Studentenbewergung h e u t e " h e r v o r g e h t , n i c h t um e i n " D i s k u s s i o n s f o r u m zum V o r a n t r e i b e n von Studienreformrnode! le n" und auch n i c h t um e i n e "Form d e r S e l b s t o r g a n i s i e r u n g von Freiräumen f ü r S t u d e n t e n im K a p i t a l i s m u s " . S t o ß r i c h t u n g d e r DGU i s t v i e l m e h r 1. e i n e Analyse d e s s t u d e n t e n f e i n d l i c h e n - und a r b e i t e r f e i n d l i c h e n C h a r a k t e r s d e r H o c h s c h u l p o l i z i k d e r H e r r s c h e n d e n , d e s M o n o p o l k a p i t a l s und d e s S t a a t e s , 2. e i n e K r i t i k d e r H e r r s c h a f t s

i n s t r u m e n t a l i e n d e s P a r l a m e n t a r i s m u s und d e r K l a s s e n j u s t i z , 3. e i n e Klä

rung d e r S y s t e m a l t e r n a t i v e gegen den S t a a t s m o n o p o l - K a p i t a l i s m u s , 4 . e i n e Klärung d e r R o l l e d e r O r g a n i s a t i o n im Klassenkampf .

SoLche Forderuhgen können vom RCDS k e i n e s f a l l s m i t g e t r a g e n werden.

3 . Ein S t r e i k i s t u n s o l i d a r i s c h g e ge nü be r den g l e i c h a l t r i g e n j u g e n d l i c h e n A rb e i t n e h m e r n und g e ge nü be r dem S t e u e r z a h l e r i n s g e s a m t , d e r j ä h r l i c h M i l l i o n e n f ü r d i e H o c h s c h u l a u s b i l d u n g auf b r i n g t - J e d e r S t r e i k t a g k o s t e t d i e A l l g e m e i n h e i t Unsummen. Der S t r e i k i s t a b e r auch u n s o l i d a r i s c h g e g e n ü b e r den t a u s e n d e n von A b i t u r i e n t e n , d i e vor den Toren d e r Hoch

s c h u l e n a u f e i n e n S t u d i e n p l a t z w a r t e n .

4- Oie E r f a h r u n g e n d e s Sommersemesters haben g e z e i g t , daß e i n S t r e i k von a l l e n S t u d e n t e n m i t g e t r a g e h w i rd . Es kommt a l s o z ur S p a l t u n g d e r S t u d e n t e n s c h a f t , zur A u s e i n a n d e r s e t z u n g zwi sc he n den S t u d e n t e n , v i e l f a c h

(Hamburg) zur Gewaltanwendung und o r g a n i s i e r t e n S t ö r - und T e r r o r t r u p p s . N i c h t s w i r k t i n d e r Ö f f e n t l i c h k e i t s c h l e c h t e r a l s Gewalt und A u s e i n a n d e r s e t z u n g z wischen S t u d e n t e n .

Gerade d i e g e mä ß ig te n S t u d e n t e n , u n s e r e S y m p a t h i s a n t e n , vermögen d i e s e r A r g u m e n t a t i o n mi t S i c h e r h e i t zu f o l g e n . De sha lb müssen wir e n d l i c h e i n m a l . e n t s c h i e d en und o f f e n s i v gegen e i n e n S t r e i k a r b e i t e n . Der S t r e i k i s t

d a s f a l s c h e M i t t e l i n dlFr j l j t z i g e r T s i t u a t T ö n .

Wir müssen uns von den Linken k l a r a b g r e n z e n und e i n e e i n d e u t i g e P o s i t i o n b e z i e h e n . A n g e s i c h t s d e r zu e r w a r t e n d e n P r o p a g a n d a f l u t i s t e i n e d i f f e r e n z i e r t e Ha ltu ng zum S t r e i k kaum d u r c h z u h a l t e n . Die U n t e r s t ü t z u n g e i n e s S t r e i k t e i l s wäre vo r a l l e m f ü r k l e i n e Gruppen f a t a l , d i e s i c h dann kaum a b g r e n z e n können.

Wir d ü r f e n auch u n s e r e Wähler n i c h t e n t t ä u s c h e n . Die a l l g e m e i n e E r f a h r u n g d e s Sommersemesters z e i g t , daß e i n e g e n e r e l l e S t r e i k b e r e i t s c h a f t bei e n t s p r e c h e n d e r G e g e n a r g u m e n t a t i o n von uns nur i n ge ring em Ausmaße vo rh a nd e n i s t . Um zu v e r m e i d e n , daß d e r RCDS bei e i n e r Ablehnung d e r A k ti o n s f o r m d e s S t r e i k s g l e i c h z e i t i g a l s d e r Verband h i n g e s t e l l t w i r d , d e r auch d i e b e

r e c h t i g t e n s t u d e n t i s c h e n For der ungen ( b e s s e r e s o z i a l e S i c h e r u n g , gegen R e g e l s t u d i e n z e i t e n , f ü r V e r f a ß t e S t u d e n t e n s c h a f t ) a b l e h n t , d a r f s i c h u n s e r e A rg u me n t a t i o n n i c h t nur n e g a t i v gegen den S t r e i k wenden, s o n de r n muß auch g l e i c h z e i t i g u n s e r e p o s i t i v e n A l t e r n a t i v e n z u r D u r c h s e t z u n g d e r

F or der un g u n t e r dem Motto " f ü r d e m o k r a t i s c h e n DiaLog" h e r v o r h e b e n . Unser A l t e r n a t i v p r o q r a m m s o l l t e etwa f ol ge n d e r m a ß e n a u s s e h e n ;

b) Wir s t r e b e n d a s Bündnis a l l e r d e m o k r a t i s c h e n S t u d e n t e n a n , d i e e i n e V e r b e s s e r u n g u n s e r e r S i t u a t i o n w o l l e n . Wir müssen e i n gemeinsames Programm und gemeinsame F or de r unge n e r a r b e i t e n . Nur e i n b r e i t e s Bündnis kann e t w as b e w i r k e n .

c) Wir müssen B ü n d n i s p a r t n e r s uc he n : P r o f e s s o r e n , A s s i s t e n t e n , V er bän de , G e w e r k s c h a f t e n , Wkk., P o l i t i k e r - Gemeinsame Ge sp rä c he und Communiques mit d i e s e n P e r s o ne n und Verbänden s i n d zu f ü h r e n . Die E r g e b n i s s e d i e s e r G e sp r ä c h e s i n d zu v e r ö f f e n t l i c h e n . Cs s o l l en U n t e r s c h r i f t e n s ammlungen u n t e r A s s i s t e n t e n und P r o z e s s o r e n d u r c hqet' übr t werden.

d) W ic ht ig i s t ’A u fk l ä r u n g und I n f o r m a t i o n i n d e r Ö f f e n t l i c h k e i t .

S t ä n d e , Unter s e hr i f t e n a k t i-onen i n Fußgängerzonen und a n d e r e M i t t e l , d i e Ö f f e n t l i c h k e i t r i c h t i g zu i n f o r m i e r e n , s i n d a u s z u n u t z e n .

e) Es müssen V e r a n s t a l t u n g e n mit P o l i t i k e r n und V e r b a n d s v e r t r e t e r n zu u n s e r e n Problemen d u r c h g e f ü h r t werden. A kt i o n : " P o l i t i k e r s t e l l e n

s i c h d e r D i s k u s s i o n an H oc hs chul e n" . Der B un de sv or s ta n d wird im W i n t e r s e m e s t e r S p i t z e n p o l i t i k e r von CDU/CSU f ü r H o c h s c h u l v e r a n s t a l t un ge n gewinnen.

f ) Wir f o r d e r n e i n e n b unde swe it en " H o c h s c h u l t a g " ( v o r l e s u n g s f r e i ) zur D i s k u s s i o n d e r H o c h sc h ul lä g e mit P o l i t i k e r n , P r o f e s s o r e n und Ö f f e n t l i c h k e i t . Der Tag s o l l t e b u n d e s e i n h e i t l i c h am Mittwoch, dem 9 . 1 1 . 7 7 d u r c h g e f ü h r t werden ( a l s o ' v o r dem S t r e i k ) . A l l e Gruppen s o l l t e n e n t s p r e c h e n d e Anträge in den Gremien d e r U n i v e r s i t ä t und d e r S t u d e n t e n s c h a f t e i n b r i n g e n und B r i e f e an d i e R ekt ore n s c h r e i b e n . Der Bundes

v o r s t a n d hat d u r c h Kontaktaufnahme mit den v e r a n t w o r t l i c h e n P o l i t i k e r n und V e r b a n d s v e r t r e t e r n h i e r b e i b e r e i t s d i e I n i t i a t i v e ü b e r nommen.

g) Wir f o r d e r n : H e ar i n g s i n a l l e n Landtagen mi t S t u d e n t e n v e r t r e t e r n zur LHG-Novellierung.

h) Wichtig i s t d i e Lobby- und G r e m i e n a r b e i t . Permanente Ei nflußnahme i s t zu v e r s u c h e n , Gespräche mit V e r a n t w o r t l i c h e n s i n d zu f ü h r e n . Wenn d i e s e s M i t t e l b i s h e r nur zu T e i l e r f o l g e n f ü h r t e , so dann d e s h a l b , w e i l k o n t i n u i e r l i c h e A r b e i t i n d i e s e r Form nur beim RCDS, n i c h t a b e r von J u s o s , LHV oder VDS a us ge ü bt wurde.

Im SP s o l l t e n wir b e r e i t s f r ü h z e i t i g k l a r gegen S t r e i k und Urabstimmung a r g u m e n t i e r e n und e i n A lt e rn a t i v p r o g r a m m v o r l e g e n . Auch h i e r i s t e s w i c h t i g , daß wir n i c h t in e r s t e r L i n i e "gegen" a r g u m e n t i e r e n , sonder n v or a l l e n Dingen u n s e r e p o s i t i v e A l t e r n a t i v e a n b i e t e n .

Nach A u f f a s s u n g d e s R CDS -B un des vor si tz ende n F r i e d b e r t P f l ü g e r s i n d e i n g r o ß e r T e i l d i e s e r S t u d i e h v e r s c h ä r f u n g e n doch g e r a d e d a r a u f z u r ü c k z u f ü h r e r daß d i e v e r s c h i e d e n e n l i n k e n Gruppen an den H oc hs ch ul e n i n den v e r g a n g e n e n J a h r e n s t ä n d i g " g e s t r e i k t " haben und so d i e Sympathie d e r ö f f e n t l i c h e n Meinung v e r s p i e l t e r Durch " S t r e i k s " würde s i c h d a s Klima f ü r V e r b e s s e r u n g e n im S i n ne d e r S t u d e n t e n imm<

Ein h e r v o r r a g e n d e s E r g e b n i s s o l c h e r L c b b y a r b e i t s t u d e n t i s c h e r I n t e r e s s e n v e r t r e t e r i s t nach A u ff a s s u n g d e r RCDS-Gruppenvorsitzenden d e r Z w i s c h e n b e r i c h t d e r A r b e i t s g r u p p e d e r Bund-Länder-Kommission zur B i l d u n g s f i n a n z i e r u n g . D i e s e r B e r e i c h t g r e i f t a l s Hauptpunkt e i n e n Vo rs ch l ag des.RCDS vom 20. J a n u a r 1977 a u f , i n dem d e r S t u d e n t e n v e r b a n d d i e S t r e i c h u n g von K i n d e r g e l d und E l t e r n

s t e u e r f r e i b e t r ä g e n f ü r E l t e r n mit s t u d i e r e n d e n Kindern f o r d e r t e und v o r s c h l u g , d i e h i e r f r e i w e r d e n d e n f i n a n z i e l l e n M i t t e l auf d a s BAFÖG a n z u r e c h n e n . Durch e i n e s o l c h e K o n z e n t r a t i o n d e r v e r s c h i e d e n e n s t a a t l i c h e n L e i s t u n g e n z u r Aus

b i l d u n g s f ö r d e r u n g e n kann V er wal t ungs au fwa nd g e s p a r t we rden, d i e M i t t e l dem A u s z u b i l d e n d e n d i r e k t zur Verfügung g e s t e l l t werden und f e r n e r den w i r k l i c h B e d ü r f t i g e n b e s s e r g e h o l f e n werden. Vor d e r P r e s s e i n Bonn b e g r ü ß t e P f l ü g e r , daß s i c h nach d e r Bund-Länder-Koinmi s s i o n auch d a s d e u t s c h e S t u d e n t e n w e r k p o s i t i v zu d i e se m V o rs c h l a g g e ä u ß e r t habe und f o r d e r t e d i e F r a k t i o n e n im Bu nd es t ag a u f , b a l d m ö g l i c h s t e i n e BAFöG-Rovellierung e i n z u b r i n g e n .
