S U M M A R Y

S i n c e t h e r e is n o g e n e r a l l y a c c e p t e d a n d s a t i s f a c t o r y t h e o r y t h a t c a n e x p l a i n s t r u c t u r a l c h a n g e s in p u b l i c b u d g e t s o v e r time, this a r t i c l e f o c u s e s o n the d e t e r m i n a n t s of t h e b u d ­ g e t s t r u c t u r e a n d its c h a n g e s o v e r time. Thus, i t w o u l d a l ­ r e a d y b e an i m p r o v e m e n t in the d e v e l o p m e n t of a c o m p l e x a n d c o h e r e n t t h e o r y o f b u d g e t a r y s t r u c t u r e s a n d its c h a n g e s if i n i t i a l l y a p p r o p r i a t e v a r i a b l e s c o u l d b e i d e n t i f i e d w h i c h c o u l d e x p l a i n i n the short, i n t e r m e d i a t e a n d l o n g runs the s t r u c t u r a l c h a n g e s in p u b l i c b u d g e t s w i t h r e s p e c t to the v a r i o u s g o v e r n m e n t a l l evels. P o t e n t i a l c a n d i d a t e s for e x ­ p l a i n i n g s t r u c t u r a l c h a n g e s c o u l d b e s o c i o - e c o n o m i c , p o l i ­

t i c a l a n d i n s t i t u t i o n a l v a r i a b l e s . T h e s e sets of v a r i a b l e s are a n a l y z e d h e r e in d e t a i l for t h e F e d e r a l R e p u b l i c of G e r m a n y f o r the t i m e p e r i o d 1964 - 1978. T h e r e s u l t s are v e r y s i m i l a r to t h o s e f o u n d in v a r i o u s U.S. stud i e s : In • c o m p a r a b l y d e v e l o p e d n a t i o n s w i t h s i m i l a r p o l i t i c a l ( f e d e ­ ral) s t r u c t u r e s i n s t i t u t i o n a l f a c t o r s s e e m to p l a y the d o ­ m i n a n t r o l e in d e t e r m i n i n g a n d e x p l a i n i n g c h a n g e s i n the b u d g e t a r y s t r u c t u r e .

P r e s e n t l y , t h e r e is no g e n e r a l l y accepted, a n d s a t i s f a c t o r y t h e o r y t h a t c a n e x p l a i n s t r u c t u r a l c h a n g e s in p u b l i c b u d g e t s o v e r time. M o s t of the e x i s t i n g a p p r o a c h e s , for e x a m p l e , b y W a g n e r (1911) a n d his l a w of e x p a n d i n g g o v e r n m e n t a c t i v i t i e s , b y T i m m (1961) a n d his l a g - t h e o r y , or b y P e a c o c k a n d W i s e m a n

(1961) a n d t h e i r d i s p l a c e m e n t e f f e c t of g o v e r n m e n t e x p e n d i ­ t u r e s d u r i n g p e r i o d s of c r i s e s , a r e p r i m a r i l y c o n c e r n e d w i t h e x p l a n a t i o n s o f the l o n g - t e r m g r o w t h of p u b l i c e x p e n d i t u r e

In c o n t r a s t to t h e s e l o n g - r u n a p p r o a c h e s , t h e r e are some s h o r t - r u n c o n c e p t s a v a i l a b l e too, w h i c h e x p l a i n t h e s h o r t - r u n r e l a t i v e c o n s t a n c y of t h e b u d g e t a r y s t r u c t u r e , n a m e l y , the c o n ­ c e p t of i n c r e m e n t a l i s m . L i n d b l o m (1959) d e v e l o p e d t h i s c o n c e p t o n the a s s u m p t i o n th a t a s u c c e s s i v e and l i m i t e d c o m p a r i s o n of p o l i t i c a l a l t e r n a t i v e s a p p e a r s to be m o r e r a t i o n a l a n d m a n a g e ­ a b l e t h a n c o m p r e h e n s i v e a n a l y s i s a n d n e w f o r m u l a t i o n of p o l i c y p r o g r a m m e s . A c c o r d i n g to L i n d b l o m , " m u d d l i n g t h r o u g h " is

n o t o n l y an a p p r o p r i a t e d e s c r i p t i o n of w h a t f r e q u e n t l y h a p p e n s in a p l u r a l i s t i c society, b u t a l s o of w h a t "should" tak e p l a c e

( E n g e l h a r d t 1970, P r e m f o r s 1981).

T h e c o n c e p t u a l a s p e c t s of i n c r e m e n t a l i s m w e r e d e v e l o p e d f u r t h e r by W i l d a v s k y a n d a p p l i e d to the b u d g e t a r y p r o c e s s

( W i l d a v s k y 1964, 1965). In t h i s conte x t , i n c r e m e n t a l i s m s t a t e s t h a t c h a n g e s in i n d i v i d u a l p u b l i c e x p e n d i t u r e p r o g r a m m e s

a r e o n l y of i n c r e m e n t a l o r m a r g i n a l n ature, and, h e n c e , t h e b u d g e t a r y p r o c e s s in a n y f i s c a l y e a r is b e s t u n d e r s t o o d as l a r g e l y a r e v i s i o n of p r e v i o u s b u d g e t s . Thi s m e a n s t h a t the s i z e a n d s h a r e of a n i n d i v i d u a l p u b l i c e x p e n d i t u r e in the p r e ­ s e n t b u d g e t is p r e d o m i n a n t l y i n f l u e n c e d b y its s i z e a n d s h a r e in t h e p r e v i o u s bu d g e t . T h e o u t c o m e , h o w e v e r , r e f l e c t s a c o m ­ p l e x p o l i t i c a l b e h a v i o r a l p a t t e r n a n d s t r a t e g y of the agents in v o l v e d in the b u d g e t a r y p r o c e s s . T h e i n t e r p l a y of t h e s e f o r c e s r e s u l t s in the r e l a t i v e s t a b i l i t y of the b u d g e t a r y s t r u c t u r e

( D a v i s / D e m p s t e r / W i l d a v s k y 1966). D e s p i t e the a p p a r e n t s h o r t ­ c o m i n g s of the i n c r e m e n t a l a p p r o a c h ( B a i l e y / 0 'C o n n o r 1975; Le- l o u p 1978a), it n e v e r t h e l e s s r e m a i n e d the a c c e p t e d b u d g e t a r y ap p r o a c h . T h i s is a l i t t l e s u r p r i s i n g , s i nce it o n l y e x p l a i n s the s h o r t - r u n s t a b i l i t y of t h e b u d g e t a n d its s t r u c t u r e a n d p r o ­ v i d e s no e x p l a n a t i o n of n o n - i n c r e m e n t a l s t r u c t u r a l c h a n g e s a n d s h i f t s a m o n g t h e v a r i o u s e x p e n d i t u r e c o m p o n e n t s . In p a r t i c u l a r , t h e l a t t e r a s p e c t s c o u l d h a v e b e e n r e l a t i v e l y e a s i l y a c c o m m o ­ d a t e d b y t h e p r o p o n e n t s o f i n c r e m e n t a l i s m b y r e a l i z i n g t h a t a n n u a l i n c r e m e n t a l c h a n g e s in v a r i o u s p u b l i c e x p e n d i t u r e c o m p o ­ n e n t s r e s u l t in n o t i c e a b l e b u d g e t a r y s h i f t s o v e r t i m e (Rose/

P a g e 1981). D e s p i t e t h e s e r e s e r v a t i o n s , i n c r e m e n t a l i s m c a n b e u s e d as a r e f e r e n c e t h e o r y for e x p l a i n i n g b u d g e t a r y s t r u c t u r a l c h a n g e s o v e r time. W h a t is n e e d e d is an a p p r o a c h a d e q u a t e for e x p l a i n i n g m i d - t e r m c h a n g e s of t h e b u d g e t a r y e x p e n d i t u r e p a t ­ tern, a n d thus, to e s t a b l i s h a l i n k b e t w e e n the s t a t e m e n t of

t h e l o n g r u n t r e n d of p u b l i c e x p e n d i t u r e g r o w t h a n d the s h o r t r u n s t a b i l i t y o f t h e e x p e n d i t u r e p a t t e r n .

In this c o n t e x t , the q u e s t i o n i m m e d i a t e l y a r i s e s as to w h a t e x t e n t t h e e c o n o m i c t h e o r y of d e m o c r a c y (Downs 1957) or the

"Ne w P o l i t i c a l E c o n o m y " (Frey 1978) can p r o v i d e s u c h a m i d ­ t e r m a p p r o a c h , w h i c h c o u l d e x p l a i n the b u d g e t a r y b e h a v i o r d u r i n g a g i v e n l e g i s l a t i v e p e r i o d . A t a c o n c e p t u a l level, it is c o n c e i v a b l e t h a t t h e p u b l i c e x p e n d i t u r e s o f f e r e d b y the p o l i t i c a l p a r t i e s as a c t o r s a r e r a n k e d a c c o r d i n g to t h e i r d i ­ m i n i s h i n g m a r g i n a l v o t e g a i n s a n d a r e f i n a n c e d r e s p e c t i v e l y a c ­ c o r d i n g to t h e i r m a r g i n a l i n c r e a s i n g v o t e losses, i.e., the e x p e n d i t u r e s a r e f i n a n c e d b y les s a n d less p o p u l a r taxes. T h e r e s u l t i n g b u d g e t a r y s t r u c t u r e is v i e w e d b y t h e r e s p e c t i v e p o l i t i c a l p a r t y as o p t i m a l in its s e a r c h for g a i n i n g the p o l i t i c a l m a j o r i t y . S i n c e t h e e m p i r i c a l t e s t i n g of t h e s e m o d e l s is r a t h e r d i f f i c u l t , o n l y c a u t i o u s a t t e m p t s w e r e m a d e to a p p l y t h e m in r e a l i t y (cp. S c h ü r g e r s 1980). F o r e x a m p l e , t h e a n a l y s i s of p o ­ l i t i c a l " b u s i n e s s c y c l e s " r e s t r i c t s i t s e l f to an e x p l a n a t i o n of

p o l i t i c a l l y g e n e r a t e d f l u c t u a t i o n s of e c o n o m i c a c t i v i t y a n d of p u b l i c e x p e n d i t u r e s a n d r e v e n u e s , b u t it is h a r d l y f o c u s s i n g on, b u d g e t size a n d its s t r u c t u r e . In v i e w of t h e e x i s t i n g l e ­ v e l of i n f o r m a t i o n a n d of the a b s o r p t i o n c a p a c i t y o f v o t e r s a n d p o l i t i c i a n s , t h e c o n f i d e n c e in the a l l o c a t i o n m e c h a n i s m

" e l e c t i o n p r o c e s s " as a r e f l e c t i o n of the m e d i a n

v o t e r ' s p r e f e r e n c e a p p e a r s to be r a t h e r h e r o i c . T h e t r a n s m i s ­ s i o n of d e s i r a b l e i m a g e s o f p o l i t i c i a n s a n d of p o l i t i c a l s l o ­ g a n s a s s o c i a t e d w i t h " s t a b i l i t y " , " c o n f i d e n c e " , " d e c i s i v e n e s s "

a n d " s t r e n g t h " m a y l e a d to an e l e c t i o n v i c t o r y , b u t the s u p p l y

of p u b l i c g o o d s and, t h e r e f o r e , the b u d g e t a r y s t r u c t u r e is u n ­ l i k e l y to b e d i r e c t l y i n f l u e n c e d a n d c o n t r o l l e d b y the v o t e r s

( M a c k s c h e i d t 1973, p. 286). C o n s e q u e n t l y , t h e e x p l a n a t o r y v a ­ lue o f t h e v o t e - m a x i m i z i n g h y p o t h e s i s a n d the e c o n o m i c t h e o r y of d e m o c r a c y c o n c e r n i n g t h e b u d g e t s t r u c t u r e a n d its d e v e l o p ­ m e n t is r e l a t i v e l y l i m i t e d t o s t r e s s i n g t h e i m p o r t a n c e of p o l i ­ t i c a l p r o c e s s e s for a p o s i t i v e a l l o c a t i o n t h e o r y of p u b l i c

e x p e n d i t u r e s . Thus, it w o u l d a l r e a d y be a n i m p r o v e m e n t in t h e d e v e l o p m e n t of a c o m p l e x a n d c o h e r e n t t h e o r y of b u d g e t a r y s truc t u r e s a n d its c h a n g e s if i n i t i a l l y a p p r o p r i a t e v a r i a b l e s c o u l d b e i d e n t i f i e d , w h i c h c o u l d e x p l a i n in the s h o r t , i n t e r m e d i a t e a n d l o n g runs, t h e s t r u c t u r a l c h a n g e s in p u b l i c budg e t s , w i t h r e s p e c t to the v a r i o u s g o v e r n m e n t a l levels. P o t e n t i a l c a n d i ­ d a t e s for s u c h a t h e o r y c o u l d b e s o c i o - e c o n o m i c , p o l i t i c a l a n d i n s t i t u t i o n a l v a r i a b l e s ( D y e / R o b e y 1980) w h i c h w i l l be a n a l y z e d b e l o w in d e t a i l a n d u t i l i z e d as e l e m e n t s o f a n e m p i r i c a l l y

t e s t a b l e theory.

I I . D e t e r m i n a n t s o f B u d g e t a r y S t r u c t u r e a n d Its C h a n g e s

L i t t l e e x p e r t i s e is r e q u i r e d to r e c o g n i z e t h a t p u b l i c e x ­ p e n d i t u r e s h a v e b e e n i n c r e a s i n g o v e r time. T h i s t r e n d is s t i l l a p o p u l a r s u b j e c t of d i s c u s s i o n a m o n g e c o n o m i s t s a n d p o l i t i c a l s c i e n t i s t s . S e v e r a l m o d e l s a n d n u m e r o u s f a c t o r s w e r e h y p o t h e ­ s i z e d as e x p l a n a t o r y d e t e r m i n a n t s of b u d g e t size, s t r u c t u r e a n d of its c h a n g e s o v e r t i m e .

1. T h e S o c i o - E c o n o m i c V a r i a b l e s

In p a r t i c u l a r , T h o m a s R. D y e (1966) s t r e s s e s s o c i o - e c o n o m i c f a c t o r s as d e t e r m i n a n t s o f p u b l i c e x p e n d i t u r e s . His o b j e c t i v e

is to i l l u s t r a t e the g o v e r n m e n t ' s d e p e n d e n c e o n e c o n o m i c f a c t o r s in t h e s o c i e t y a n d to s h o w t h a t the g o v e r n m e n t p o s ­ s e s s e s l i t t l e or n o a u t o n o m y in its a c t i v i t i e s . It is not i n ­ t e n d e d h e r e t o v e r i f y of f a l s i f y t h i s h y p o t h e s i s , b u t r a t h e r to e x t r a c t f r o m t h i s a p p r o a c h some f a c t o r s w h i c h c a n be u s e d for t h e d e v e l o p m e n t of a t e s t a b l e t h e o r y of b u d g e t s t r u c t u r e s a n d its c h a n g e s .

(1) T h e n a t i o n a l i n c o m e a n d its g r o w t h r a t e r e p r e s e n t i m ­ p o r t a n t d e t e r m i n a n t s o f p u b l i c e x p e n d i t u r e s . Thi s re- 2 lates to W a g n e r ' s l a w of e x p a n d i n g s t a t e a c t i v i t i e s . (2) S o m e e m p i r i c a l s t u d i e s h a v e s u g g e s t e d t h a t a h i g h d e ­

g r e e of i n t e r n a t i o n a l t r a d e d e p e n d e n c e m a y c o n t r i b u t e to the g r o w t h o f p u b l i c e x p e n d i t u r e s (Cam e r o n 1978). F o l ­ l o w i n g t h e fac t t h a t the g o v e r n m e n t c a n n o t p u r s u e n e o ­

m e r c a n t i l i s t s t r a t e g i e s e s p e c i a l l y in s m a l l o p e n e c o ­ n o m i e s , it h a s to t a k e o v e r s o m e r e s p o n s i b i l i t y to m a i n ­ t a i n a n d / o r i m p r o v e t h e c o u n t r y ' s i n t e r n a t i o n a l c o m p e - t i v e n e s s and, t h e r e f o r e , is r e q u i r e d t o d e s i g n a n d i m ­ p l e m e n t e x p e n d i t u r e p r o g r a m m e s for i n c o m e m a i n t e n a n c e a n d s u p p o r t w h i c h m a y i n c l u d e e x p e n d i t u r e s for s o c i a l s e c u r i t y , e d u c a t i o n a n d r e s e a r c h , s u b s i d i z a t i o n of job- c r e a t i n g p r o g r a m m e s , etc.

(3) T h e u n e m p l o y m e n t r a t e is a t h i r d f a c t o r i n f l u e n c i n g the s i z e a n d c o m p o s i t i o n of p u b l i c e x p e n d i t u r e s (Davis/

D e m p s t e r / W i l d a v s k y 1974). S i n c e the a c h i e v e m e n t of full e m p l o y m e n t r a n k s h i g h in the g o v e r n m e n t ' s p r i o r i t y list, v a r i o u s e m p l o y m e n t c r e a t i n g e x p e n d i t u r e p r o g r a m m e s are r e f l e c t e d in t h e p u b l i c budget.

(4) T h e m a n o e v r a b i l i t y for an e x p a n s i o n 'of p u b l i c ex-

p e n d i t u r e a c t i v i t i e s is a l s o d e t e r m i n e d b y the p r o d u c ­ t i o n s t r u c t u r e a n d c a p a c i t y o f t h e e c o n o m y , i.e., by the e l a s t i c i t y of the p r o d u c t i o n s e c t o r . C o n s e q u e n t l y , g o v e r n m e n t p r o g r a m m e s c a n n o t b e i m p l e m e n t e d if the e c o ­ n o m y ' s p r o d u c t i o n s t r u c t u r e c o n t a i n s b o t t l e n e c k s a n d is i n f l e x i b l e to a c c o m m o d a t e p u b l i c d e m a n d s (Leloup 1978b).

(5) F i n a l l y , the age c o m p o s i t i o n of t h e p o p u l a t i o n al s o c a n b e c o n s i d e r e d as a d e t e r m i n a n t for s p e c i f i c p u b l i c e x ­ p e n d i t u r e s p r o g r a m m e s . A b a b y - b o o m f o l l o w i n g the end of a w a r m a y r e q u i r e v e r y s p e c i f i c g o v e r n m e n t a l e x p e n d i t u r e s . F o r e x a m p l e , as thi s b a b y - b o o m c o h o r t m o v e s through the popu­

l a t i o n p y r a m i d , s p e c i f i c p u b l i c d e m a n d s h a v e to b e s a ­ t i s f i e d , s u c h as h i g h e r p u b l i c e x p e n d i t u r e s for e d u c a ­ tion, s p o r t s , s o c i a l s e c u r i t y , etc. ( H o l c o m b e / Z a r d k o o h i 1 9 8 0 /81).

2. P o l i t i c a l V a r i a b l e s

B e s i d e s t h e s o c i o - e c o n o m i c v a r i a b l e s , p o l i t i c a l f a c t o r s m a y a l s o b e s i g n i f i c a n t in i n f l u e n c i n g the s t r u c t u r e of p u b ­

lic e x p e n d i t u r e s .

(1) E x p e n d i t u r e s a r e to be e v a l u a t e d n o t o n l y a c c o r d i n g to t h e i r e c o n o m i c impa c t s , b u t a l s o w i t h r e s p e c t to t h e i r p o l i t i c a l i m p a c t s i.e., a c c o r d i n g to t h e i r c h a r a c t e r i s ­ t i c s o f u s e f u l n e s s for t h e r e c i p i e n t s . T h e v a r i a b l e suggests

that individual expenditures will increase if the political benefits are m o r e v i s i b l e t h a n t h e costs, i.e., t h e taxes, and, thus .the competincf p a r t i e s a r e e x p e c t i n q to' g a i n a n d / o r

to m a i n t a i n t h e i r s u p p o r t w i t h i n the e l e c t o r a t e (Klein 1976) Thus, t h e c o n c e p t of p o l i t i c a l v i s i b i l i t y , i n c l u d i n g its fea t u r e s o f c e r t a i n t y a n d g e n e r a l i t y , is useful in explaining the

type, as w e l l as the l e v e l a n d s t r u c t u r e , of p u b l i c e x ­ p e n d i t u r e s o n v a r i o u s p r o g r a m m e s .

(2) A n a d d i t i o n a l v a r i a b l e among t h e p o l i t i c a l d e t e r m i n a n t s is the d e g r e e of c o n t r o l l a b i l i t y of p u b l i c e x p e n d i t u r e s .
