Asylum seekers can seek asylum at the border control at the airport or Storskog, the only Norwegian external Schengen land border station, or any international port, and should do so immediately upon arrival. seekers will be given free legal assistance by the lawyer of his or her choice and be brought before a tribunal as quickly as possible if the detention exceeds one night.
Asylum seekers will be given free legal assistance by the lawyer of his or her choice if they are not granted a residence permit at the time a negative decision is made, and he or she will have the possibility to appeal the decision. Excluded from this are asylum seekers arriving from a presumed safe first country of asylum who are returned to this country. If the asylum seeker has not requested a particular lawyer before the decision is made one will be appointed.
There are no NGOs providing help at the airport/border station but if detained the asylum seeker has the right to free legal assistance from the lawyer of his or her choice.
A decision on rejection/refused entry can not be effectuated until the asylum claim has been examined. A foreigner being rejected/refused entry without applying for asylum has the right to free legal assistance by the lawyer of his or her choice in the processing of the rejection decision.
However, decisions are frequently enforced so quickly that it may be impossible to contact a lawyer before deportation.

VII. LEGAL AID
1. Upon arrival asylum seekers are given legal information by NOAS, an NGO given this task by the Directorate of Immigration.
Unaccompanied minors and some other groups will be given free legal aid by an independent lawyer before a decision is made. Unless a specific lawyer has been requested one will be appointed from a list. Once a specific lawyer has been appointed free legal aid cannot be given by another lawyer.
2. If receiving a negative decision every asylum seeker will receive free legal aid by an independent lawyer. Unless a specific lawyer has been requested an immigration lawyer will be appointed from a list. Once a specific lawyer has been appointed free legal aid cannot be given by another lawyer. Also manifestly ill-founded and Dublin cases will receive free legal aid, but to a lesser extent. Persons being refused asylum because they are arriving from a presumed safe first country of asylum will not be given free legal aid.
3. Free legal aid is given by the state according to standardised rates. If deemed necessary due to the complexity of the case further legal aid will be given upon application.
The lawyer will make necessary applications. Under the legal aid system the lawyer has the duty to give assistance that is deemed necessary.
4. Legal aid is rarely given to try cases before the national courts. The organisation NOAS has an arrangement with some lawyers to try cases pro bono in a limited strategic litigation project.
