Course objectives:

The course’s thematic focus is twofold. Reflecting the current design of the respective EU policy portfolio, it combines the analysis of EU energy security and climate action policies in order to give students an insight into one of the new European Commission’s key priority areas, the “Energy Union and Climate”.

In this combined perspective, the course focuses on current key issues of EU energy security and climate action policies. It analyses the EU’s approach to energy security and climate change focusing on the conceptual characteristics, policy coherence and international embedment of both policy areas. The systemic logic, potentials and pitfalls of this combined priority area will also be discussed.

The main EU policies and measures in the fields will be analysed. Moreover, the course will provide an assessment of the EU’s role in international energy relations, its energy security approach as well as its role in climate change negotiations in the run-up to a post-Kyoto legal framework.

Students will critically assess EU policy choices concerning fossil fuels and renewable energy, with a particular focus on issues such as the Union’s energy dependence from abroad, shale gas and the 2020 and 2030 frameworks for climate and energy policies.

In terms of climate action, the course takes into consideration two particular angles. In a cross- temporal perspective, it analyses its development over time. This perspective includes the comparison of European climate policies of different temporal origin and a particular focus on the development of the EU’s positions in international climate change negotiations within the UNFCCC context. In a cross-sectoral dimension, the seminar analyses the ‘EU’s Climate Action’ approach in terms of policy coherence between different EU climate change policies and beyond by paying tribute to so-called ‘mainstreaming aspects’.

Course description

Session 1 – Introduction to EU energy and climate policies: key concepts and challenges. Analysis of legal foundations and theoretical approaches

Session 2 – European energy security: key aspects of the EU energy market; national energy mixes; strategic infrastructure; current and potential external energy partners; the Energy Charter treaty; the proposal for a European Energy Union

Session 3 – The EU and old and ‘new’ fossil fuels: supplying oil and natural gas to Europe; the shale gas conundrum; the European coal industry today. Simulation game: civil society &industry forum on shale gas and EU energy policy

Session 4 – Case study on EU-Russia energy relations: history and current challenges; energy trade and geopolitics; the Nord and South Stream projects; the Southern energy corridor; Ukraine and transit crises; the third energy package. Simulation game: EU Council summit on Russia.

Session 5 - ‘EU’s Climate Action’: introduction to the overall policy field; evolution and  development;

analysis of legal foundations and theoretical approaches.

Session 6 - ‘EU’s Climate Action’ - Conceptual Basis and Features: general patterns and

challenges; links to environmental and energy policy; aspects of mainstreaming at strategic level.

Session 7 - ‘EU’s Climate Action’ - Policy Armoury and Coherence: analysis of EU climate change policies; comparison of European climate policies of different temporal origin; policy coherence between different EU climate change policies; mainstreaming aspects at policy level.

Session 8 - ‘EU’s Climate Action’ - International Embedment and EU Actorness, Priorities, Activities: development of EU positions in international climate change negotiations within the UNFCCC context; analysis of UNFCCC negotiation rounds; EU role within negotiations.

Course prerequisites:

Basic knowledge of the political system of the European Union is expected. Moreover, a broad interest in current international affairs, climate policy and energy security issues is indispensable for a fruitful learning experience.

Participants are expected to have a good command of English (B2) The seminar targets advanced bachelor students.

Students are expected to analyse, understand, explain and evaluate the ‘EU’s Energy Security and Climate Action’. This will be demonstrated in an active participation during the course sessions and with the  preparation of a research paper on a particular topic of individual interest.

Regular participation in the scheduled sessions is compulsory. If classes cannot be attended, students are expected to give prior notice of absence to the instructor. The reading of the recommended texts as well as the active participation in the discussions are obligatory. Students are expected to be fully prepared to participate in the class discussions and exercises (including recommended reading, review of key study questions, and positive contributions to the discussions).

Teaching methods:

The morning session will include a lecture style presentation by the instructor, followed by a critical discussion in a seminar format. In the afternoon session, students will work on assigned topics, which will then be further discussed with the class.

Personal and interpersonal competences:

Key seminar objectives are to:

• analyse the conceptual characteristics, policy coherence and international embedment of the

‘EU’s Energy Security approach and Climate Action’;

• encourage students to assess the quality of the ‘EU’s Energy Security and Climate Action’

approach in view of its overall coherence;

• scrutinise aspects of the international actorness of the EU in climate negotiations and international energy relations;

• provide students with an opportunity to explore areas of special interest through their individual research papers;

• further develop students’ research and writing skills through their papers.

During the seminar students will:

• acquire knowledge on the ‘EU’s Energy Security and Climate Action’ approach and European energy and climate change policies;

• understand EU climate policy and energy security issues;

• understand the role of multiple actors and stakeholders in EU climate and energy policies,

• gain a general overview and understanding of the functioning of the EU;

• understand basic policy analysis practices and techniques and apply them in the discussion;

• acquire academic presentation competences and experience;

• practice free presentation, argumentation, teamwork, and communication;

Pre-course assignment:

Obligatory introductory readings will be distributed to the students before the course to provide basic knowledge on the topic and the overall course background.

Final essay (or exam): 35%

The students will have to take part actively in the single course sessions (including obligatory readings and preparation for the single sessions). Moreover, they will write an essay on a topic chosen from a suggested list of topics proposed by the instructor. Essays (4000 to 5000 words) will present in-depth analysis of and reflection on the theoretical and empirical aspects of the chosen topic.  They shall be submitted four weeks after the end of the summer school. The exact date will be communicated during the course. Essays are expected to follow the general conventions for academic analysis and will be evaluated based on the criteria for academic essays. The essay will be 35% of the final grade.

Course objectives:

The objective of the course is to advance the understanding the current challenges of EU economic and monetary governance, with special focus on the functions and performance of selected EU institutions. The course shall enable students to understand the role of European and national actors in the immediate crisis management as well as the newly introduced system of fiscal surveillance, including especially the European Commission, the European Parliament, the European Council, the European Central Bank as well as national parliaments.

The second week of the course involves an excursion to Brussels (4 days) with meetings and discussion with relevant actors of EU economic and monetary policy. This shall allow students asking questions to policy-makers and relevant stakeholders; this interview evidence is an additional source of information to be used for the seminar paper that participants are expected to hand in.

The trip to Brussels will be organised by the course leader. Travel expenses, accommodation and subsistence for the full duration (24.08 – 27.08.2015) have to be paid by the participants. Travel expenses and accommodation will in any case not exceed 300 €; we try to organise the excursion as cost-effective as possible. The exact departure and arrival time will be communicated at the beginning of August via email.

With regard to skills and methods, students shall become familiar with the reading of primary EU

sources (such as treaty articles, European Council Conclusions, EU draft legislation, etc.), shall

improve their oral and written command of English and learn to critically assess the functioning and

challenges of current EU economic and monetary governance.

Course description

The course focuses on the role EU institutions play within the economic and monetary governance.

Special attention will be paid to the European Stability Mechanism (ESM), the Fiscal Compact, the Stability and Growth Pact and the Banking Union. The second week of the course involves an excursion to Brussels with meetings and discussion with relevant actors of EU economic and monetary policy: European Commission, European Parliament, Permanent Representation Germany/ France, think tanks (e.g. CEPS, Bruegel), industry representation as well as trade unions.

Course prerequisites:

Participants need a firm knowledge of the EU political system, its history and major theoretical approaches to study the European Union. A good command of English is required (B2). Students are expected to regularly follow EU developments in the news.

The seminar targets advanced bachelor students.

Teaching methods:

The teaching methods include lectures, group work, discussion of seminal papers and a one- week excursion to Brussels where students have the opportunity to address questions directly to European and national policy-makers.

The morning session will include a lecture style presentation by the instructor, oral presentations by students on core readings of the course which is followed by a critical discussion in a seminar format. In the afternoon session, students will work on assigned topics, which will then be further discussed with the class.

Key objectives of the seminar are to:

• analyse the different economic philosophies that characterize EU economic and monetary governance, with a special focus on the so-called “gouvernement economique”

• criticially assess the legitimacy of the crisis management, with special focus on some selected countries

• encourage students to assess the quality of the measures introduced to tackle the financial and debt crisis

• provide students with an opportunity to explore areas of special interest through their individual research papers;

• further develop students’ research and writing skills through their papers.

During the seminar students will:

• gain a general overview and understanding of the functioning of the EU;

• understand the role of multiple actors and stakeholders in EU economic and monetary governance

• understand the heterogeneity of the macro-economic conditions of Eurozone countries and the resulting difficulties to tackle the Eurozone crisis;

• gain an overview of the most far-reaching measures that have been introduced in the Eurozone since 2010

• understand basic policy analysis practices and techniques and apply them in the discussion;

• acquire academic presentation competences and experience;

• practice free presentation, argumentation, teamwork, and communication;

  Grading:

Students are required to consult selected readings for each session. They present one of the core readings in a ten minute presentation.

Students write a seminar paper on a topic chosen from a suggested list of topics proposed by the instructor. Seminar papers (4.000 words) will present in-depth analysis of and reflection on the theoretical and empirical aspects of the chosen topic. They shall be submitted four weeks after the end of the summer school. The exact date will be communicated during the course. Seminar papers are expected to follow the general conventions for academic analysis and will be evaluated based on the criteria for academic essays.

Active Participation and oral presentation: 30%

Inhalt / Aufbau

Neben Fachwissen sind bei „Young Professionals“ im heutigen Arbeitsleben zunehmend Soft Skills gefragt. Dies gilt für (fast) jeden, sowohl für Berufseinsteiger als auch für jene, die weiter vorankommen und Führungsaufgaben übernehmen möchten. Für den beruflichen Erfolg ist Fachwissen zwar wichtig, aber bei weitem nicht ausreichend. Deshalb rufen immer mehr

Unternehmen nach Soft Skills und machen ein gewisses Niveau an Fähigkeiten zur Voraussetzung für Berufsein- oder –aufsteiger, welches bspw. in Form von Interviews und Assessment-Centern überprüft wird. Aber auch unabhängig von Auswahlentscheidungen sind Soft Skills für eine erfolgreiche Interaktion mit anderen (Mitarbeitergespräche, Kundengespräche, Verhandlungen, Projektarbeit) sowie für das Erreichen individueller oder gemeinsamer Ziele nicht nur wichtig, sondern sogar notwendig.

Insbesondere Absolventen / Berufseinsteiger befinden sich aber in einem Dilemma: Zum einen werden Soft Skills von Unternehmensseite von Ihnen gefordert, zum anderen sind sie in der Regel aber nicht Teil des Curriculums. Ziel dieses Kurses ist es, diese Lücke zu schließen und Studierende besser auf zukünftige Anforderungen im Beruf vorzubereiten und ihnen die entsprechenden Tools an die Hand zu geben.

Folgende Themen werden im Rahmen des Kurses gemeinsam er- und bearbeitet:

-          Soft Skills: Was sind Soft Skills? Wie werden Soft Skills gemessen? Welche Soft Skills werden von Trainees und Nachwuchs-Führungskräften heute verlangt?

-          Emotionale Intelligenz -          Kommunikationsfähigkeit -          Konfliktfähigkeit -          Teamfähigkeit

Die Studierenden...

-          setzen sich mit zukünftigen Jobanforderungen im Hinblick auf soziale Kompetenzen und deren Bedeutung auseinander.

  Methodik

Dieser Kurs „lebt“ von der aktiven Beteiligung und Mitarbeit der teilnehmenden Studierenden. Dabei ist es mir besonders wichtig, Inhalte nicht nur zu vermitteln, sondern erlebbar zu gestalten, um den Lernerfolg zu optimieren. Das Seminar besitzt daher einen Trainingscharakter und verspricht Abwechslung durch viele interaktive Elemente. Diese sind u.a.:

• Aktives Er- und Bearbeiten von Inhalten

• Gestaltung von Präsentations- und Übungssequenzen

• Rollenspiele &andere Übungen aus verschiedenen Perspektiven (Mitarbeiter, Kollege, Führungskraft, Beobachter)

• Teilnahme an allen Sitzungen: Es besteht bei allen Terminen ausnahmslos Anwesenheitspflicht für alle Seminarteilnehmer, ansonsten gilt das Seminar als nicht bestanden.

• predict future cash flows and estimate the cost of capital

• value companies based on the residual income valuation method (EVA) and a more advanced version (the Ohlson model)

Since Summer Term 2014 the advanced seminar is organized via KLIPS (as contrasted with the

”Zentrale Vergabe” before). Hence, you have to register in KLIPS in the first allocation stage (”1.

Belegungsphase”) from January 28th until February 15th. The allocation results will be published on February 26th. You are asked to hand in your topic preferences (3 preferences in descending order) via e-mail to Lars Rothe (lars.rothe@wiso.uni-koeln.de) until March 1st. A kick-off meeting will take place on March 4th in room 110 (WiSo-Building) from 2 p.m. - 3 p.m. in which topics will be allocated and general information concerning the course process will be provided. 

Your final seminar work needs to be handed in by April 23rd by 11:00 a.m. at the latest. As stated above, there will be 5 weekly seminar appointments on Tuesdays, from May 5th until June 9th in room 110 (WiSo-Building) from 4 p.m. - 7 p.m. where participants present their seminar work. The seminar work as well as the presentation must be submitted in English.  

The superordinate topic of the seminar will be "Empirical Research in Accounting". For an overview of the time schedule, topic description and requirements, confer to the syllabus which can be found under the hyperlink stated above.
