These P ro ceed in g s c o n tain articles based o n a selection o f talk s p resen ted a t th e X IIth In te rn a tio n a l Sym posium on N u cle ar Q u ad ru p o le R eso n an ce S pectroscopy, w hich w as held a t U niversity o f Z ü rich , Sw itzerland, July 1 9 -2 3 , 1993. T he S ym posium covered a w ide variety o f ex p erim en tal a n d th eoretical techniques fo r th e stu d y o f n u clea r q u a d ru p o le in te ra c tio n s a n d was a tte n d e d by a b o u t 100 scientists from 19 countries.

T he articles show th a t th e “ N Q R S ym posium ” has ex p an d ed to include all aspects o f the in te ractio n o f a q u a d ru p o la r nucleus w ith its env iro n m en t. T h u s, th e nam e o f th e S ym posium should n o t be in te rp re ted to o narrow ly. Indeed, a t th e m eeting o f th e In te rn a tio n a l C o m m ittee it was decided th a t the nam e o f fu tu re Sym posia in this series will be ch an g ed to “ In te rn a tio n a l S ym posium o n N u cle ar Q u ad ru p o le In te ra c tio n s.”

In a w ay, th is change o f nam e h a d been an ticip ate d by th e P ro re k to r o f th e U niv ersity o f Z ürich, C. C. K uenzle, w hen p resenting in his am using w elcom ing ad d re ss (w hich y o u will find o n the follow ing page) a n u m b e r o f jo c u la r in te rp re ta tio n s o f the tra d itio n a l ac ro n y m “ N Q R ” such as th e “ N o n -Q u e stio n e d R elevance” o f “ N eb u lo u s Q u a n tu m R e la x a tio n ” .
