I c h h e g e a b e r d i e Ü b e r z e u g u n g , d a ß e s in d e n L ä n d e r n , d i e e i n - m a l d e n W e g d e s S o z i a l i s m u s b e s c h r i t t e n h a b e n , a u s p o l i t i s c h - s o z i o l o g i - s e h e n G r ü n d e n k e i n Z u r ü c k m e h r gibt. Z u r B e k r ä f t i g u n g m ö c h t e i c h m i c h a u f S c h u m p e t e r b e r u f e n , d e r - o h n e a m S o z i a l i s m u s G e f a l l e n zu f i n d e n , w a s a b e r f ü r m i c h n i c h t g i l t - a u s g e f ü h r t h a t , d a ß d i e E n t w i c k l u n g d e r
k a p i t a l i s t i s c h e n L ä n d e r u n w i d e r r u f l i c h a u f d a s K o m m e n d e s S o z i a l i s m u s h i n w e i s e . Wohl d i e m e i s t e n N a t i o n a l ö k o n o m e n , wie i m m e r s i e a u c h ü b e r d i e E f f i z i e n z d e r v e r s c h i e d e n e n W i r t s c h a f t s s y s t e m e d e n k e n m ö g e n , d ü r f - t e n d e n g l e i c h e n S t a n d p u n k t e i n n e h m e n w i e S i r D a v i d S h a c k l e t o n . D i e s e r , e i n A n h ä n g e r d e r L a b o u r - P a r t e i , w a r in d en J a h r e n n a c h d e m e r s t e n W elt- k r i e g b r i t i s c h e r S e c r e t a r y of L a b o u r . E r e m p f i n g m i c h i m F r ü h j a h r 1923 i n A u d i e n z , w o b e i i c h i h n - w o h l n i c h t s e h r t a k t v o l l - f r a g t e : ״ S a g e n S i e , S i r D a v i d , s i n d Sie e i g e n t l i c h S o z i a l i s t ? " , w o r a u f e r m i r z u r A n t w o r t gab:
