` BUSINESS MANAGEMENT AND ORGANISATION (BWO)
The Business Management and Organisation (BWO) divi- sion is responsible for structuring and implementing stra- tegic issues in the areas of financing, human resources, IT andlogistics.ItprovidestheSFOEmanagementanddivisions withsupportfortheirfinancial,personnelandlogisticsman- agement and steering activities, as well as in the areas of organisationaldevelopmentandtranslationservices.Itisre- sponsibleforsecuringsmoothandefficientoperationswithin theSFOEinlinewithclients’needs,aswellasforensuring workplacesafetyandtheprovisionofpleasantandhealthy workingconditions.
` MEDIA AND POLITICAL AFFAIRS (AMP)
The Media and Political Affairs (AMP) division functions as aninterfacebetweentheFederalCouncil,theSFOE,Parlia- ment,thecantons,theeconomy,themediaandsociety.It ensuresthattheenergybusinessconductedbytheFederal CouncilandParliamentispreparedcorrectlyandpunctually, and that it is communicated in an appropriate manner. In cooperation with the administration, the division promotes theexchangeofinformationwiththecantonsandhandles inquiriesfromthemediaandprivatecitizens.Astheinternal interfacethedivisioncoordinatesmediaandpublicrelations activitiesandmakessureenergy-relatedthemesareprepared appropriately to reach various groups across all forms of media, e.g., on the SFOE’s website and on the SFOE blog www.energeiaplus.com.Thedivisionalsoassistsinthepub- licationofnumerousmultilingualreports,brochuresandin- formationinotherformsandisresponsibleforqualitycon- trolandadherencetothedivision’scorporatedesign.Italso awardstheannualWattd’Orprizeforexcellenceintheener- gysectorandorganisestheSwissEnergyInnovationDaysin cooperationwithvariousothercountries.
OneofthemaindutiesoftheLegalServicesandSectoralPlanning(ARS)division istodealwithalllegalissuesrelatingtothe SFOE.Itformulatesdrafttextsoffederalactsandordinances,organisesconsultationprocedures,preparesdispatchestoParlia- mentandsupportsparliamentarydebates.Itisalsoresponsibleforproceduresintheareaofnuclearenergy,andissuesplanning permissionforhigh-pressuregasandoilpipelines,aswellasforelectricalinstallations,especiallyhigh-voltagepowerlines.In addition,thisdivisiondefinestheprinciplesforthedisposalofradioactivewasteinSwitzerland,andisinchargeofthesite selectionprocedurefordeepgeologicalrepositories.
` ENERGY EFFICIENCY AND RENEWABLE ENERGY (AEE)
The Energy Efficiency and Renewable Energy (AEE) is the competencecentreforenergyefficiencyandrenewableen- ergies.Thedivisiondefinesthefundamentalsofenergypolicy intheseareasaswellasnewmeasuresandinstrumentsto promote energy efficiency and the use of renewable ener- gies.Itisalsoresponsibleforcoordinatingtheimplementa- tionandenforcementoftheapplicablelegislation.Inthearea oftrainingandfurthereducation,AEEsecuresthefurtherde- velopmentoftechnologiesandknow-howtransferinprac- tice.TheSwissEnergyprogramme,withwhichtheSFOE–in closecooperationwiththecantons,municipalities,tradeand industryandenvironmentalandconsumerorganisations–is makingaspecificcontributiontowardstheimplementation ofSwitzerland’senergyandclimatepolicies,isanimportant area of activity of this section. SwissEnergy is campaigning fortheincreaseduseofrenewableenergy,aswellasforef- ficientenergyuseintradeandindustry,theservicessector, mobility,buildingsandelectricalappliances.

TheEnergyEconomy(AEW)divisionisthemainpointofcon- tactforallmattersconcerningnationalenergypolicyandit supportstheInternationalEnergyAffairsdivisioninconnec- tionwithquestionsaboutSwitzerland’senergypolicyinan internationalcontext.Thedivisionisresponsiblefordefining theprinciplesfortheenergypolicyandtheenergyeconomy.
Thisincludescarryingoutimpactanalyses,compilingstatistics andmakingestimatesoflong-termenergyperspectives.The divisionmanagesandsupportsevaluationsandimpactanal- ysesofenergypolicyprogrammesandmeasures.Inaddition, AEWisalsoresponsibleforthedevelopmentofnewenergy policyinstrumentsandthefurtherdevelopmentofexisting ones,aswellasfordefiningtheframeworkfortheelectric- ityandgasmarketsandlong-termsecurityofsupply.Other prioritiesforthedivisionarecoordinatingnationalenergyre- searchandintegratingitintotheinternationalenvironment, leadershipinpilot,demonstrationandflagshipprogrammes, and the promotion of knowledge and technology transfer.
AEWisalsoresponsiblefortheelaborationoftheregulatory framework,andtheimplementationofthesovereignmeas- uresaimedatpromotingenergy-efficient,sustainablemobili- ty.Inaddition,thisdivisionisresponsibleforhydropowerand isthehighestsupervisoryauthorityintheareaofutilisationof bodiesofwaterfortheproductionofenergy.

` SUPERVISION AND SAFETY (ASI)
TheSupervisionandSafetydivision(ASI)isresponsibleforall oftheSFOE’sdutiesrelatingtosupervisionandtoriskand safety management. It has oversight of the grid surcharge fund,thedecommissioningfundfornuclearfacilitiesandthe wastedisposalfundfornuclearpowerplants.Itimplements thenationalstrategiestoprotectcriticalinfrastructuresand toprotectagainstcyberriskintheenergydomain.Itsemer- gency,crisisandcontinuitymanagementenablestheSFOE toconductitstasksinextraordinarysituations.TheASIisalso responsible for the structural safety, supervision and emer- gencyplanningofover200largedamsandofnaturalgas andoilpipelines.ASIcoordinatesSwitzerland’sinternational nuclearenergypolicy,representingSwitzerlandintheInter- nationalAtomicEnergyAgency(IAEA),theOECD’sNuclear Energy Agency (NEA) and a number of other international nuclear bodies. In addition, the ASI is responsible for na- tional nuclear material control and accounting (safeguards) inSwitzerlandandLiechtenstein.Thedivisionisaffiliatedat administrativeleveltotheSecretariatoftheNuclearSafety Commission (NSC) in Brugg (AG). It chairs the supervisory committeeoftheFederalInspectorateforHeavyCurrentIn- stallations(ESTI)andrepresentstheSFOEontheFederalCivil ProtectionCrisisManagementBoard,withleadresponsibility forpreventionplanning.
` INTERNATIONAL ENERGY AFFAIRS (IN)
InternationalEnergyAffairs(IN)isinchargeofinternation- al(non-nuclear)energyaffairs.ItrepresentsSFOEinvarious bodiesofinternationalenergyorganizationsandhandlesbi- lateralenergyrelationswithselectedcountries.Italsoleads negotiations on energy related matters with the Europe- an Union. Finally it ensures coherence of domestic energy andSwitzerland’sforeignenergypolicyandcoordinateson energymatterswithSwissdonoragencies.
` DIGITAL INNOVATION OFFICE (DO)
TheDigitalInnovationOffice(DO)monitorsnationalandin- ternationaltrendsintechnologyanddigitalisation.Itevalu- atessuchtrendstodeterminetheirpotentialimpactonthe Swiss energy branch and on the SFOE. The DO elaborates theprinciplesfromwhichtoderivemandates,conceptsand measuresforapplicationandforthefurtherdevelopmentof digitalisationintheenergysectorandtheofficealsocooper- atesintransformationprocesses.
As of 1 January 2019, the SFOE employed 277 personnel in 241 full-time jobs, including 9 university-level trainees, 7 commercialapprenticesandonemediamaticsapprentice.
The proportion of women is 43 percent overall. In order for the SFOE to perform its official mandates, its person- nel have to possess a great deal of specialised know-how frompracticeandresearch.Inviewofthis,theproportionof employeeswithadegreefromauniversityorcollegeoftech- nology is very high (around 76 percent). The SFOE ensures thatitspersonnelareprovidedwithfurthereducation,and italsosupportsconstantexchangewithrepresentativesfrom theadministration,theeconomy,politics,scienceandnon- governmentalorganisations.
The administrative complex of the Federal Department of the Environment, Transport, Energy and Communications (DETEC),whichaccommodatesaround1,100employees,is locatedinasectionofthesiteofformerGurit-WorblaAGin Ittigen, near Bern. In addition to providing a home for the SFOE,thethreebuildingsthatformtheDETECcomplexalso housetheFederalOfficeofCivilAviation(FOCA),theFederal Roads Office (FEDRO) and the Federal Office of Transport (FOT).
