Lernziele der Kurseinheit Politikformulierung: Die Gestaltung europäischer Umweltpolitik
Mit der Kurseinheit Politikformulierung: Die Gestaltung europäischer Umweltpo- litik sollen die allgemeinen Kenntnisse, die in der ersten Kurseinheit Grundlagen und Entwicklungslinien der europäischen Umweltpolitik vermittelt wurden, aus- gebaut und vertieft werden. Insbesondere geht es darum, in der ersten Kurseinheit vorgestellte Entwicklungslinien und Probleme europäischer Umweltpolitik theore- tisch zu erklären und analytische Zusammenhänge aufzuzeigen, die bei der Gestaltung von EU-Umweltpolitik von Bedeutung sind. Konkret stehen dabei folgende Lernziele im Vordergrund:
• Überblick über die zentralen Akteure und Institutionen, die an der Formulierung von europäischer Umweltpolitik beteiligt sind; Ver- ständnis ihrer wesentlichen Kompetenzen und Handlungsmöglichkei- ten; Fähigkeit, die relative Bedeutung dieser Akteure und Institu- tionen für die europäische Umweltpolitik zu beurteilen
• Verständnis der Prozesse und Verfahren, welche für die Formu- lierung von EU-Umweltpolitik von Bedeutung sind; Fähigkeit, jewei- lige Verfahrensabläufe und Handlungsmuster für unterschiedliche Phasen der Politikentwicklung zu differenzieren; Kenntnis der zentra- len Verfahren europäischer Gesetzgebung und ihrer Auswirkungen auf den Einfluss unterschiedlicher Akteure auf die Politikentwicklung
• Kenntnis und Beurteilung unterschiedlicher Interessenkonstellationen und Interaktionsmuster zwischen verschiedenen Akteuren und der Auswirkung dieser Konstellationen auf die Politikgestaltung; Unter- scheidung zwischen Produkt- und Produktionsstandards; Beurteilung der Auswirkungen unterschiedlicher Formen des regulativen Wettbe- werbs zwischen den Mitgliedstaaten
• Fähigkeit, die analytischen und theoretischen Zusammenhänge anhand konkreter Beispiele aus der umweltpolitischen Praxis zu erläutern
Die Aufgaben, die sich im Text befinden, dienen dazu, die Lerninhalte zu rekapi- tulieren und den eigenen Lernerfolg zu kontrollieren. Die zugehörige Einsende- aufgabe dient der Leistungskontrolle und Zertifizierung.
