Einleitung

Lernziele der Kurseinheit Implementation: Die Umsetzung und Anwendung europäischer Umweltpolitik auf nationaler Ebene

Wenngleich die Fähigkeit der EU zur Entwicklung politischer Programme als zentrale Bestimmungsgröße für die Problemlösungskapazität des europäischen Mehrebenensystems gelten mag, so darf nicht übersehen werden, dass diese Pro- gramme auch einer entsprechend effektiven Umsetzung bedürfen, um ihre ange- strebte Wirkung zu erzielen. Effektive Steuerung in der EU-Umweltpolitik hängt damit nicht nur von den Möglichkeiten europäischer Politikgestaltung ab, sondern auch von der effektiven Implementation europäischer Politik.

Vor diesem Hintergrund werden im dritten Teil des Kurses "Europäische Um- weltpolitik" Implementation: Die Umsetzung und Anwendung europäischer Um- weltpolitik auf nationaler Ebene die Faktoren und Bedingungen näher untersucht, welche die Implementationseffektivität europäischer Umweltpolitik beeinflussen.

Die Kurseinheit schließt logisch an den zweiten Kursteil Politikformulierung: Die Gestaltung europäischer Umweltpolitik an, da zwischen der konkreten Ausgestal- tung europäischer Policies und möglichen Problemen ihrer Implementation häufig ein enger analytischer Zusammenhang besteht. Konkret stehen dabei folgende Lernziele im Vordergrund:

• Verständnis zentraler Probleme und Zusammenhänge, die sich bei der formellen und praktischen Umsetzung europäischer Politikvorgaben in den Mitgliedstaaten ergeben

• Überblick über die institutionellen und prozeduralen Rahmenbedin- gungen, welche die Implementation europäischer Umweltpolitik cha- rakterisieren; Verständnis der Hintergründe für die politische Thema- tisierung von Implementationsdefiziten

• Fähigkeit, die Implementationseffektivität europäischer Umweltpoli- tik anhand genereller statistischer Daten zu bewerten

• Verständnis der Effekte, die sich aus der unterschiedlichen Ausgestal- tung umweltpolitischer Steuerung für die Effektivität der Implemen-

tation ergeben; Fähigkeit, mögliche Stärken und Schwächen unter- schiedlicher Steuerungsansätze im Hinblick auf die Implementation- seffektivität zu ermitteln; Kenntnis des Zusammenhangs zwischen Implementationserfolg und institutioneller Kompatibilität europäi- scher Vorgaben und nationaler Arrangements

• Fähigkeit, die analytischen und theoretischen Zusammenhänge anhand konkreter Beispiele aus der umweltpolitischen Praxis zu erläu- tern
