Revision of the maritime spatial plans
Since 2009, conditions and spatial demands have changed considerably. Uses such as offshore wind ener- gy are developing more rapidly than anticipated, while demands from traditional uses, such as shipping and fish- eries are not diminishing. The sea is increasingly being used for transboundary infrastructure (cables, pipelines).
In recent years, Lower Saxony, Schleswig-Holstein, Mecklenburg-Vorpommern, and many neighbouring countries in the North and Baltic Seas have also pre- pared or revised plans for their marine space. The maritime policy framework of the European Union envi- sions for sustainable growth of the maritime economy, taking into account the interactions between land and sea, and requiring intensive cross-border cooperation.
On behalf of the Ministry of the Interior, Building and Community (BMI), which is responsible for maritime spa-
tial planning, the BSH officially initiated the revision process for the maritime spatial plans in June 2019.
The revised maritime spatial plans will set out spatial designations and regulations for
1. the safety and ease of shipping, 2. further economic uses,
3. scientific uses; and
4. the protection and improvement of the marine en- vironment.
In the process of developing maritime spatial plans for the EEZ, authorities and organisations were in- formed about the revision process and asked to pro- vide relevant information.
Maritime Spatial Planning in the German Exclusive Economic Zone of the North Sea and Baltic Sea
Maritime spatial planning (MSP) is an effective instru- ment for the sustainable development of the sea. Use of the sea is growing and MSP can balance competing demands on limited space taking into consideration both new and traditional users.
Between 2005 and 2009, the Federal Maritime and Hy- drographic Agency (BSH) developed the first maritime spatial plans for the German exclusive economic zone (EEZ) of the North and Baltic Seas on behalf of the Ministry of Transport, Building and Urban Affairs.
The plans contain objectives and planning principles for offshore wind energy, shipping, resource extrac- tion, pipelines and submarine cables, marine scientific research, fisheries and mariculture as well as for the protection of the marine environment.
The BSH developed the maritime spatial plans with the participation of competent authorities and the public.
During this process, spatial designations and regula- tions for marine uses were defined and comprehen- sive environmental reports produced.
Priority areas for the use of wind energy, shipping and pipelines were defined. In these areas, other activities are not permitted if they are incompatible with the pri- ority uses. To protect the marine environment, the con- struction of wind turbines in Natura 2000 sites is not permitted.
