Grußwort des Geschäftsführenden Direktors

Liebe Mitglieder, Freunde und Förderer des Frankfurter Ostasienzentrums, sehr geehrte Damen und Herren,

seit Gründung unseres Zentrums im Rahmen der sogenannten Zentrenbildung in Hessen sind mit dem akademischen Jahr 2017/18 zehn Jahre vergangen. Blickt man zurück, wird deutlich, welche beachtliche Entwicklung das IZO seither genommen hat. Nach einer nicht immer einfachen Anfangsphase hat sich das IZO dank dem Engagement seiner Mitglieder und vielfältiger Förderung zu einem der großen Ostasienzentren in Deutsch- land mit internationaler Sichtbarkeit entwickelt. Grund genug, dies im kommenden Wintersemester auch noch zu feiern.

Auch bei den Forschungsprojekten, welche das Zentrum innerhalb seines Rahmenpro- gramms „Global East Asia – Past and Future“ verfolgt, markiert 2017/18 eine Zäsur. Das von der VolkswagenStiftung geförderte interdisziplinäre Projekt „Protecting the Weak in East Asia: Processes of Framing, Mobilisation and Institutionalisation“ wurde erfolgreich abgeschlossen. Neben zahlreichen Einzelpublikationen ist vor kurzem auch der gemeinsame Abschlussband bei Routledge erschienen, der die wesentlichen Ergebnisse nochmals bündelt. Unser zweites großes Forschungsprojekt „Afrikas Asiatische Optionen“ in Kooperation mit dem Zentrum für interdisziplinäre Afrikaforschung (ZIAF) der Goethe- Universität kann durch zusätzliche Förderung des BMBF in seinem letzten Jahr noch einen stärkeren Fokus auf Transferaktivitäten legen. Geplant ist in diesem Zusammenhang unter anderem eine Vorlesungsreihe zu „Afrasian Futures“. Die Arbeit an neuen For- schungsprojekten schreitet ebenfalls voran. So hat ein Projekt-Team zu Mobilität Anfang des Jahres einen ersten Forschungsantrag stellen können.

In strategischer Hinsicht konnte auf Grundlage der wertvollen Hinweise aus der Zentrums- evaluation von 2016 eine neue Vereinbarung mit dem Präsidium unterzeichnet und die

A Word of Welcome from the Executive Director

Dear Members, Friends and Sponsors of the Frankfurt East Asia Centre, Ladies and Gentlemen,

This academic year 2017 – 18 marks ten years since our Centre for East Asian Studies was established as one of three new area studies research centres in the State of Hesse. Looking back, one realizes what remarkable development the IZO has made since then. In its initial stages the Centre experienced certain difficulties, but thanks to the commitment of its members and generous and encouraging support, it has become one of the leading East Asia Centres in Germany, with an international reputation. This is reason enough to celebrate, both now and in the coming winter semester.

2017 – 18 also marks a crucial point in the research carried out at the Centre within the conceptual framework “Global East Asia – Past and Future”. The interdisciplinary project

“Protecting the Weak in East Asia: Processes of Framing, Mobilisation and Institutionalisa- tion“, sponsored by VolkswagenStiftung, has reached a successful conclusion. Following a series of separate publications, a concluding volume was recently published by Routledge, summarising the key results of the project. Our other large research project, “Africa’s Asian Options”, has been granted additional funding by the Federal Ministry of Education and Research (BMBF) and thus can expand its transfer activities in its final year. In this context we are planning a series of lectures on “Afrasian Futures”. Work on new research projects is also making good progress. For example, a project team working on mobility submitted a first grant proposal earlier this year.

The Centre’s evaluation in 2016 yielded valuable insights, which are reflected in a new strategic agreement with the University’s management and an amended Centre’s charter.

This framework will allow the Centre to plan dependably until 2022. Increased efforts will be made, for instance, to promote young academics. Two recent examples of these success-

Zentrumsordnung angepasst werden. Bis 2022 besteht damit ein Rahmen, welcher dem Zentrum Planungssicherheit gibt. Ein Schwerpunkt soll etwa in der verstärkten Förderung des wissenschaftlichen Nachwuchses liegen. Mit einem Asia Center Postdoctoral Fel- low-ship für Juniorprofessorin Dr. Elsa Clavé, welches ihr ab September 2018 einen 10- monatigen Aufenthalt in Harvard ermöglichen wird, und der Verleihung des Preises der Vereinigung für sozialwissenschaftliche Japanforschung (VSJF) für den besten deutschsprachigen Aufsatz zur sozialwissenschaftlichen Japanforschung an Herrn Dr. Hiroki Kawamura gab es hier kürzlich zwei besondere Erfolge zu verzeichnen.

Danken möchte ich an dieser Stelle den zahlreichern Freunden und Förderern des IZO, insbesondere natürlich unserem Kuratorium und unserem Beirat, aber selbstverständlich auch den Mitgliedern des IZO für Ihre Unterstützung. Die Lektüre dieses Berichts gewährt hoffentlich nicht nur Einblick in die vielfältigen Tätigkeiten des IZO, sondern vermittelt auch das Gefühl, dass sich der Einsatz für das Zentrum lohnt. Zielsetzung und Aufgaben des Zentrums

Das Interdisziplinäre Zentrum für Ostasienstudien (IZO) ist eine fächer- übergreifende wissenschaftliche Einrich- tung der Goethe-Universität. Ziel von Forschung und Lehre am IZO ist die Aus- einandersetzung mit den modernen Kul- turen und Gesellschaften Chinas, Japans, Koreas und Südostasiens sowie ihren historischen Grundlagen im Zusammen- wirken der Perspektiven unterschiedlicher Fachdisziplinen. Primäres Anliegen ist die Stärkung der interdisziplinären, theoriege- leiteten Forschung auf der Grundlage soli- der Sprachkenntnisse als Voraussetzung für das Arbeiten mit originalsprachlichen Quellen. Das Zentrum trägt aktiv zur Um- setzung der Internationalisierungsstrategie der Goethe-Universität bei.

Die Mitglieder des IZO verfügen über ein breites Spektrum an Zugängen für die Er- forschung Ostasiens: Kultur- und regio- nenspezifisches Wissen sowie philologische, historische und kulturwissenschaftliche Methoden werden mit solchen der Gesell- schafts-, Rechts- und Wirtschaftswissen- schaften verbunden. Das IZO pflegt den intensiven Austausch mit der internatio- nalen ostasienbezogenen Forschungs- gemeinschaft und unterhält vielfältige Kooperationen mit Wissenschaftlern und wissenschaftlichen Institutionen in Ost- und Südostasien. Es entwickelt Angebote zur Vermittlung von sprach-, kultur-, gesellschafts-, wirtschafts- und rechtswissen- schaftlicher Ostasienkompetenz – vor allem in der Lehre, aber auch für das größere gesellschaftliche Umfeld.

Darüber hinaus verbindet das IZO wissenschaftliche Theoriebildung und aus der Forschung gewonnene Erkenntnis mit praktischer Erfahrung, insbesondere durch Kooperationen und den Austausch mit Institutionen und Persönlichkeiten aus Kultur, Wirtschaft und Politik.

Als übergeordnete Zielsetzungen des Zentrums ergeben sich hieraus:

• Theoretisch-methodisch in den Fachdis- ziplinen verankerte Ostasienforschung

• Vermittlung von sprachlich-interkulturel- len Kompetenzen und interdisziplinärer Kompetenz in Regionalstudien („Area Studies“)

• Vernetzung ostasienbezogener Aktivitäten in Forschung, Lehre und Nachwuchsför- derung an der Goethe-Universität

• Vermittlung ostasienbezogener wissenschaftlicher Ergebnisse an die Öffentlich- keit

• Förderung des öffentlichen Bewusstseins für die Relevanz Ostasiens in einer globalisierten Welt.

Mission of the Centre

The Interdisciplinary Centre for East Asian Studies (IZO) is a multi-discipli- nary academic institution at the Goethe University. The aim of research and teaching at the Centre is to study the modern cultures and societies of China, Japan, Korea and Southeast Asia, as well as their historic roots, from the combined perspectives of a variety of disciplines. The primary concern is to strengthen interdisciplinary, theory-led research, based on sound language skills as a prerequisite for working with sources in the original languages. The Centre actively contributes to the realisation of Goethe University’s internationalisati- on strategy.

IZO affiliated faculty offers a wide spectrum of approaches to East Asian studies: knowledge about specific cultures and regions, as well as philological, historical and cultural methods, are combined with approaches from the social sciences, law and economics. The IZO maintains a close dialogue with the international scientific community in East Asian Studies, and is engaged in a wide range of collaborative activities with scholars and academic institutions in East and Southeast Asia. The Centre is commit- ted to developing programmes on East Asian languages, cultures, societies, economics and law both within the Goethe University and beyond.

In addition, the IZO combines academic excellence with practice through cooperation and knowledge exchange activities with institutions and representatives from the fields of business, culture and politics.

The Centre’s primary objectives are:

• To conduct theoretically and methodolo- gically sound multi-disciplinary research on East Asia

• To develop and enhance students’

linguistic competence and intercultural skills in Asian languages and skills in interdisciplinary area studies

• To link up Goethe University’s activities related to East Asia in the areas of research, teaching and fostering of new academic talent

• To disseminate East Asia-related research findings to academic and non-academic audiences

• To increase public awareness of the significance of East Asia in relation to a rapidly globalising world.

Interdisziplinäre Forschungsprojekte Interdisciplinary Research Projects

Die IZO-Forschungsschwerpunkte liegen im Bereich der ostasiatischen Regionalstu- dien, welche die modernen Kulturen und Gesellschaften Chinas, Japans, Koreas und Südostasiens einschließlich ihrer historischen Grundlagen in interdisziplinärer, transregionaler und vergleichender Per- spektive in den Mittelpunkt des Interesses stellen.

Research at the IZO concentrates on East Asian Area Studies with a focus on the contemporary cultures and societies of China, Japan, Korea and Southeast Asia, including their historical background from an interdisciplinary, transregional and comparative perspective.

Das Frankfurter Inter-Zentren-Programm

„AFRASO – Afrikas Asiatische Optionen“

geht von der Prämisse aus, dass sich Regio- nalstudien in einer globalisierten Welt zu- nehmend mit Entgrenzungs- und Transre- gionalisierungsprozessen konfrontiert sehen, auf die sie mit innovativen Konzep- ten und Theorien reagieren müssen, um ihren sich rasch verändernden Gegen- standsbereichen weiterhin gerecht werden zu können. Das Frankfurter Afrika-Asien- Programm setzt sich mit dieser Problematik am Beispiel neuer afrikanisch-asiatischer Interaktionen auseinander und folgt dabei der Annahme, dass diese Interaktionen auf wirtschaftlicher, politischer, sozialer und kultureller Ebene nicht nur den Ländern Asiens, sondern auch afrikanischen Akteu- ren neue Handlungsspielräume eröffnen.

Dabei spielen neben China und Indien weitere, im Zusammenhang mit Afrika bisher weniger untersuchte asiatische Akteure wie Japan, Indonesien, Korea, Malaysia und Vietnam eine zentrale Rolle.

Das Frankfurter Forschungsprogramm AFRASO verfolgt deshalb das Ziel,

• die sich gegenwärtig dynamisch verviel- fältigenden Beziehungsmuster zwischen unterschiedlichen Regionen Afrikas und Asiens in vergleichender, inter- und transdisziplinärer Perspektive aufzuarbei- ten,

• den Area Studies durch den Fokus auf transregionale Interaktionen zwischen Afrika und Asien innovative Theoriean- gebote zu unterbreiten,

• Regionalstudien an der Goethe-Universi- tät strukturbildend zu vernetzen und die Kooperation von Area Studies mit systematischen Disziplinen nachhaltig zu sichern und

• die Expertise zu afrikanisch-asiatischen Interaktionen an der Goethe-Universität Frankfurt international sichtbar zu bündeln.

AFRASO – Africa’s Asian Options:

Frankfurt Inter-Centre Programme for New African-Asian Interactions (Federal Ministry of Education and Research, 2013 – 2019)

The Frankfurt Inter-Centre-Programme for new African-Asian Interactions is based on the premise that Area Studies in a globali- sed world are increasingly confronted with processes of deterritorialisation and transregionalisation. These processes have to be approached with new innovative concepts and theories in order to keep up with the continuously changing subject matter of African and Asian regional studies. The Frankfurt Africa-Asia Program- me addresses this problem by focussing on new African and Asian interactions and is based on the assumption that these interactions – on the economic, political, social, and cultural level – are not only opening up new opportunities for Asian countries, but also for their African counterparts. In addition to China and India other countries such as Indonesia, Japan, Korea, Malaysia and Vietnam, whose relations to Africa have not received much attention yet, will also move into the focus of research.

Therefore, the Frankfurt Research Pro- gramme AFRASO will

• Analyse and describe the currently developing and increasingly more complex relations between various African and Asian regions within a comparative inter- and transdisciplinary perspective;

• Provide new and innovative theoretical resources for Area Studies by focussing on transregional interactions between Africa and Asia;

• Develop enduring networks and cooperation between Area Studies and the sys- tematic disciplines at Goethe University;

• Concentrate and disseminate analytical and technical expertise on African and Asian interactions on an international level.

Already existing bilateral relations between Goethe University and its partners in Africa and Asia will be strengthened by joint research projects and conferences. Further- more, through the cooperation with the German Agency for International Coopera- tion (GIZ) an exchange of experiences between academic research and the realisation of development policies will be established.

Since its launch on February 1, 2013, the project has been funded by the Federal Ministry of Education and Research. It is jointly led by Arndt Graf (IZO Deputy Director) and Frank Schulze-Engler (former Deputy Director of the Centre for Interdis- ciplinary African Studies) and also involves IZO members Yonson Ahn (Korean Studies), Cornelia Storz and Rajesh Ramachandran (Economics), Dorothea Wippermann and Falk Hartig (Chinese Studies), Alexandra Samokhvalova (Southeast Asian Studies) AFRASO-Fellow Seifudein Adem,

20 und Asien werden über Forschungsprojekte und gemeinsame Konferenzen in Frankfurt zusammengeführt. Darüber hinaus wird in Kooperation mit der Gesellschaft für Internationale Zusammenarbeit (GIZ) eine Schnittstelle zwischen universitärer Forschung und entwicklungspolitischer Praxis etabliert und erprobt.

Sprecher des AFRASO-Projekts, das seit dem 1. Februar 2013 vom BMBF gefördert wird, sind Arndt Graf (Stellv. Geschäftsfüh- render Direktor des IZO) und Frank Schulze-Engler (ehem. stellv. Geschäftsfüh- render Direktor des Zentrums für interdis- ziplinäre Afrikaforschung, ZIAF). „Schutz des Schwachen: Verwobene Prozesse von Framing, Mobilisierung und Institutionalisierung in Ostasien“

Das im Jahr 2013 von Iwo Amelung (Sinologie), Moritz Bälz (Recht), Heike Holbig (Politikwissenschaft) und Cornelia Storz (Wirtschaftswissenschaften) erfolgreich beantragte und seit Januar 2014 von der VolkswagenStiftung im Rahmen ihrer Initiative „Schlüsselthemen für Wissen- schaft und Gesellschaft“ geförderte For- schungsprojekt ist Ende 2017 formal zu Ende gegangen. Dank einer kostenneutra- len Projektverlängerung kann eine Promo- tionsstelle noch bis Ende 2018 weiter

finanziert werden. Die Ergebnisse des Forschungsprojekts sind in einer englisch- sprachigen Abschlusspublikation zusam- mengefasst, die im Juni 2018 unter dem Titel Protecting the Weak in East Asia: Framing, Mobilisation and Institutionalisation bei Routledge erschienen ist (s.u.). “Protecting the Weak: Entangled Processes of Framing, Mobilization and Institutionalization in East Asia”

The project for which Iwo Amelung (Sinology) Moritz Bälz (Law), Heike Holbig (Political Science) und Cornelia Storz (Economics) had successfully applied in 2013 and which was then funded by the Volkswagen Foundation within the framework of its initiative “Key Issues for Research and Society” formally ended in 2017. Thanks to a prolongation of grants within the budget, we are able to fund a PhD position until the end of 2018. The

results of the research project have been summarized in an English-language edited volume published by Routledge under the title “Protecting the Weak in East Asia:

Framing, Mobilisation and Institutionalisa- tion” in June 2018.

Protecting the Weak in East Asia

Framing, Mobilisation and Institutionalisation Edited by Iwo Amelung, Moritz Bälz, Heike Holbig, Matthias Schumann, Cornelia Storz

This book investigates public claims for the protection of weak groups and interests in Japan and China from the nineteenth century to the present day. Taking an interdisciplinary approach, it engages with ongoing global debates relevant to both Western and non-Western societies whilst also providing an historically informed analysis of contemporary issues.

Using case studies on disaster victims, employee well-being, cultural heritage and animal welfare, this book analytically distinguishes between framing, mobilisation and institutionalisation processes. It examines these processes at the intersec- tions of international and domestic spheres and, in doing so, demonstrates how drives for protection are formulated, contested and played out in practice. Ultimately however, this book argues that claims for protection do not necessarily translate into effective measures, but may in fact entail ambiguous or negative outcomes for the protected ‘weak’.

Protecting the Weak in East Asia makes a signifi cant contribution to the empirical and theoretical research into the transformation of East Asian societies. As such, it will appeal to students and scholars of Asian history, Asian culture and society and East Asian Studies more broadly.
