However, w e had n o t f o u n d many w e l l - d o n e c o m p a r i s o n s i n t h i s r e g a r d , i n t h e l i t - e r a t u r e a n d f u r t h e r m o r e , t h e c o m p a r i s o n s i n v o l v e games o f a somewhat d i f f e r e n t t y p e t h a n o u r game.* T h i s made it seem i n - t e r e s t i n g t o q e t a c h a n c e t o make o u r own t e s t o f o u r w o r k i n g h y p o t h e s i s ; t h a t t h e r e would b e a s i g n i f i c a n t d i f f e r e n c e i n be- h a v i o r b e t w e e n r e a l d e c i s i o n - m a k e r s a n d s t u d e n t s .
2 ) THE EXPERIMENTAL DESIGN
The e x p e r i m e n t a l d e s i g n t h a t w e w a n t e d t o t r y o u t was i n f l u e n c e d by t h e o u t c o m e o f t h e p l a y i n g i n Sweden a n d I t a l y . I n b o t h c a s e s , t h e game t h e o r e t i c c o n c e p t t h a t had b e e n l e s s s u c c e s s f u l from a p r e d i c t i v e p o i n t o f v i e w , was a c o n c e p t which from a n o r m a t i v e p o i n t o f v i e w had b e e n r e g a r d e d t o h a v e t h e most d e s i r a b l e p r o p e r t i e s , * * namely t h e Weak L e a s t C o r e .
The r e a s o n s t h a t t h i s c o n c e p t had b e e n p r e f e r r e d from a n o r m a t i v e p o i n t o f v i e w , were t h e f o l l o w i n g : F i r s t , t h e s o l u - t i o n s h o u l d l i e w i t h i n t h e c o r e . * * * S e c o n d l y , t h e game t h e o r e t i c p r o c e d u r e u s e d s h o u l d o b e y w h a t i s c a l l e d t h e m o n o t o n i c i t y p r i n - c i p l e . T h i s r e q u i r e s t h a t i f t o t a l c o s t s g o down, n o p a r t y
s h a l l pay m o r e . The Weak L e a s t C o r e a p p e a r s t o b e t h e o n l y w e l l - known c o r e c o n c e p t f u l f i l l i n g t h e m o n o t o n i c i t y r e q u i r e m e n t i n e v e r y game.
The two e a r l i e r e x p e r i m e n t s had i n n o way g i v e n t h e p a r t i - c i p a n t s a n y r e a s o n s f o r r e f l e c t i n g upon t h e m o n o t o n i c i t y p r i n - c i p l e , s i n c e t h e y h a d n o t had t o t h i n k a b o u t t h e e f f e c t o f t o t a l c o s t s g o i n g up o r down. I n t h e I t a l i a n game, w e s u p p l i e d d a t a o n b o t h o f t h e s e f a c t o r s . A l t h o u g h t h e r e l e v a n c e o f t h e s e f a c - t o r s w a s d i s c u s s e d a t l e n g t h i n t h e I t a l i a n game, t h e y d i d n o t h a v e a n y i n f l u e n c e o n t h e f i n a l o u t c o m e . A s d i s c u s s e d i n
WP-80-82, t h e p r e s e n t a t i o n o f d a t a on b o t h p o p u l a t i o n a n d w a t e r demand m i g h t h a v e made it m o r e d i f f i c u l t f o r t h o s e a r g u i n g f o r t h e v i e w p o i n t t h a t t h e d i v i s i o n s h o u l d r e f l e c t s u c h f i g u r e s . They c o u l d n o t c l e a r l y d e c i d e o n w h e t h e r demand o r p o p u l a t i o n s h o u l d m a t t e r . "
The i d e a was t h a t t h e h o p e o f g e t t i n g t h i s p r i z e w o u l d s e r v e a s a l m o s t a s s t r o n g a s t i m u l a t o r a s l e t t i n g e a c h p l a y e r h a v e t h e c h a n c e o f o b t a i n i n g a s m a l l a m o u n t o f money. I n f a c t ,

F i n a l l y , t h e r e were some s m a l l c h a n g e s i n t h e b r e a k - u p r u l e s , p a r t i c u l a r l y c o m p a r e d t o t h e S w e d i s h g a m e s , i n o r d e r t o a v o i d t h e game b e i n g b r o k e n u p p r e m a t u r e l y .
3. THE PLAYING OF THE GAME
The two g r o u p s o f p l a y e r s were s e a t e d a r o u n d t w o s e p a r a t e t a b l e s l o c a t e d i n t h e same room, b u t a p p r o x i m a t e l y 1 0 m.

A f t e r 22 m i n u t e s ( c o u n t e d f r o m t h e s t a r t o f t h e game) AHT t r i e d t o f o r m a c o a l i t i o n , b u t c o u l d n o t a g r e e o n a d i v i s i o n . A f t e r 28 m i n u t e s , K a n d L w a n t e d t o f o r m a c o a l i t i o n w i t h 1 3 . 8 0 t o K a n d 1 2 . 9 9 t o L. T h i s d i v i s i o n was p r o p o r t i o n a l t o t h e water demand o f K a n d L. When t h e game l e a d e r a s k e d w h e t h e r h e a l s o a g r e e d t o t h i s d i v i s i o n s c h e m e , K r e a l i z e d t h a t h e w o u l d o n l y h a v e t o pay 1 0 . 9 1 when o n h i s own, a n d t h e r e f o r e r e t r a c t e d f r o m t h i s a g r e e m e n t .

T h e d e b a t e c e n t e r e d o n w h e t h e r t h e s e s a v i n g s s h o u l d b e d i v i d e d i n t o e q u a l p a r t s o f 1 . 8 6 o r w h e t h e r t h e y s h o u l d b e d i v i d e d a c c o r d i n g t o water demand, s o m e t h i n g h e a v i l y f a v o r i n g p a r t y M , who f a c e d 67 p e r c e n t o f t h e t o t a l demand o f t h i s c o a l i t i o n . APPENDIX: GAME INSTRUCTIONS
You have been invited to participate in a simple game.
The game concerns the allocation of costs in a water project. This project aims at bringing stimulating liquid to six municipalities. You will represent one of these. On
this occasion, as the sole representative of this municipality, you will represent both the producer and the consumer side.
YOU will participate in this project either completely on your own, or in cooperation with one or several of the other participants in the game, who are acting as representa- tives for other municipalities.

participants ( = municipalities) must in some way take part in the water project, but their costs will depend on how they form coalitions with other participants.

table which represents what each municipality would be obligated to pay if acting alone.
Each player can, however, by acting skillfully both during the formation of coalitions and during the allocation of the total costs within the coalition, get away with a lower payment, in some cases, a considerably lower one.
