II. Z u l a s s u ng u nd E ins t u f u ng
1. Die E ntsch eid ung über d ie Z ulassung internationaler Stud ierend er obliegt im R ah m en d er rech tlich en V orsch riften grund sä tzlich d er einzelnen H och sch ule, d ie auch d ie Z ulassungs- bed ingungen und insbesond ere d ie Ausw ah lk riterien in Z ulassungssatzungen regelt, d eren I nh alt allgem ein zugä nglich d ok um entiert w ird . B ei Stud iengä ngen, d ie w egen bund esw eit geltend er Z ulassungsbesch rä nk ungen in zentrale Ausw ah lv erfah ren einbezogen sind , w er- d en d ie Stud ienanfä ngerp lä tze für Deutsch e und ih nen gleich gestellte Auslä nd er aus E U - M itglied sstaaten v on einer zentralen Serv icestelle v ergeben.
2 . Die H och sch ule k ann d ie V orp rüfung, ob d ie B ew erbung v ollstä nd ig ist und ob d ie form a- len Z ulassungsv oraussetzungen erfüllt sind ( form ale Z ulassungsfä h igk eit) an Dritte, insbe- sond ere an d en H och sch ul-V erein „ uni-assist“ e.V ., übertragen und d ie B earbeitung v on d er Z ah lung eines angem essenen K ostenbeitrags abh ä ngig m ach en.

Die Z ulassung v on internationalen Stud ienbew erbern zu d eutsch sp rach igen Stud iengä n- gen setzt in d er R egel d en N ach w eis ausreich end er d eutsch er Sp rach k enntnisse v oraus, d er entw ed er d urch d en „ T est für Deutsch als Frem d sp rach e“ ( T estDaF) im I n- od er Ausland od er d urch d ie an d er H och sch ule abzulegend e „ Deutsch e Sp rach p rüfung“ ( DSH ) od er d urch gleich gestellte P rüfungen erbrach t w erd en k ann ( v gl. w w w .sp rach nach w eis.d e). Die Anford e- rungen k ö nnen v on H och sch ule zu H och sch ule und innerh alb d erselben H och sch ule nach Fä ch ern untersch ied lich sein. Die H och sch ule stellt I nform ationen über ih re Anford erungen bereit.
5 . B eantragt ein Stud ienbew erber, unter Anerk ennung und Anrech nung erbrach ter Stud ien- und P rüfungsleistungen, in ein h ö h eres als d as Anfangssem ester eines Stud iengangs einge- stuft zu w erd en, so entsch eid et d ie zustä nd ige Stelle d er H och sch ule in einem nach p rüfba- ren V erfah ren und in angem essener Frist; d abei k ann d ie E instufung auch m it Auflagen v er- bund en w erd en. B ei E ntsch eid ungen über Anerk ennungen und Anrech nungen w ird nach d em G rund satz „ gleich w ertig, nich t gleich artig“ k ein sch em atisch er V ergleich , sond ern eine G esam tbetrach tung und G esam tbew ertung zugrund e gelegt. Die v on d er K ultusm inisterk on- ferenz und d er H och sch ulrek torenk onferenz gebilligten Ä q uiv alenzv ereinbarungen sow ie Abk om m en d er H och sch ulrek torenk onferenz und im R ah m en v on H och sch ulp artnersch aften getroffene Absp rach en w erd en beach tet.
6. Die H och sch ule v erp flich tet sich , d ie angegebenen Stud ienp rogram m e d urch zufüh ren, sobald ( internationale) Stud ierend e d as Stud ium aufgenom m en h aben. Sollten einzelne M o- d ule nich t angeboten w erd en k ö nnen, bem üh t sich d ie H och sch ule, ad ä q uaten E rsatz bereit- zustellen. K ann ein ganzes Stud ienp rogram m nich t stattfind en, sollte d ies um geh end , nach M ö glich k eit m ind estens d rei M onate v or B eginn d es Stud ienp rogram m s, bek annt gegeben w erd en. B efind en sich internationale Stud ierend e bereits in Deutsch land , um an d iesem Stu- d ienp rogram m teilzuneh m en, bem üh t sich d ie H och sch ule um einen ad ä q uaten E rsatz.
III. F a c hl ic he , s p r a c hl ic he u nd s o z ia l e B e t r e u u ng f ü r int e r na t io na l e S t u d ie r e nd e
1. Die H och sch ule h ä lt für d ie internationalen Stud ierend en v or Aufnah m e d es Stud ium s sp ezifisch e Angebote zur O rientierung im Stud ium und Leben am O rt bereit. Sie nennt d en eingesch riebenen internationalen Stud ierend en geeignete Ansp rech p artner für ih re fach li- ch en Fragen.
2 . Die H och sch ule unterstützt d ie Stud ierend en beim E rlernen und V erbessern ih rer Deutsch k enntnisse d urch stud ienv orbereitend e und stud ienbegleitend e Sp rach k urse. B ietet sie selbst k eine Sp rach k urse an, inform iert sie über Angebote v on Dritten.
3. Die H och sch ule bietet P rogram m e und K ontak te zur I ntegration d er internationalen Stud ie- rend en in d ie H och sch ule, d ie Lebens- und Arbeitsw elt, sow ie d as k ulturelle und gesell- sch aftlich e U m feld v or O rt. Die soziale B etreuung erstreck t sich , sow eit m ö glich , auch auf in d as Stud ium integrierte Ausbild ungsp h asen, d ie auß erh alb d er H och sch ule absolv iert w er- d en.
4. Die H och sch ule bietet internationalen Stud ierend en m it d er Z ulassung auch U nterstützung bei d er W oh nungssuch e v or O rt an, m ind estens d urch sach d ienlich e I nform ation über d en W oh nungsm ark t und stud entisch en W oh nraum .

M it d em Absch lusszeugnis w ird ein Dip lom a Sup p lem ent ausgestellt. Auf Antrag stellt d ie H och sch ule v on ih r bestä tigte englisch e Ü bersetzungen d er Absch lussd ok um ente aus ( V er- leih ungsurk und e, P rüfungszeugnis und / od er T ransk rip t).
2 . Die H och sch ule bem üh t sich , internationalen Stud ierend en w ä h rend und zum Absch luss d es Stud ium s begleitend e B eratung und I nform ationen zu B erufsm ö glich k eiten anzubieten.
3. Die H och sch ule bietet eh em aligen Stud ierend en M ö glich k eiten für einen fortd auernd en K ontak t m it ih rer E inrich tung und inform iert sie auch über d ie R ück k eh rer- und Alum niange- bote, d ie v on überregionalen Fö rd erungsorganisationen bereitgestellt w erd en ( z.B . w w w .alum nip ortal-d eutsch land .org).

For students w h o are not adeq uatel y prof icient in th e G erman l an- guage, any important inf ormation – incl uding inf ormation on general ev ery day l if e at univ er- sity – w il l be made av ail abl e in th e respectiv e l anguages of instruction.

A s f ar as th e sel ection and admission of f oreigners f rom non-E U states ("th ird countries") is concerned, dif f erent processes and regul ations may appl y under G erman l aw th an are appl icabl e f or students f rom E U countries. I n particul ar, th e univ ersities can req uire appl i- cants f rom th ird countries to sit a – possibl y f ee-ch arging – academic aptitude test and w il l tak e th e resul ts into consideration w h en mak ing th e sel ection decision. T h e univ ersity w il l announce in good time and in a general l y accessibl e f ormat w h eth er and if such a test is re- q uired, in w h ich subj ects it is req uired and h ow th e test resul ts are tak en into consideration in th e admissions decision.
4. T h e admission of international appl icants to degree programmes w ith G erman as th e l an- guage of instruction general l y req uires proof th at th e appl icant is adeq uatel y prof icient in th e G erman l anguage, eith er by tak ing th e "T est f ü r D eutsch al s Fremdsprach e" (T estD aF) l an- guage test in G ermany or abroad or by tak ing th e "D eutsch e S prach prü f ung f ü r den H och sch ul zugang“ (D S H )" l anguage ex amination at th e univ ersity or by presenting eq uiv a- l ent l anguage certif icates (cf . w w w .sprach nach w eis.de). T h e req uirements may dif f er f rom univ ersity to univ ersity as w el l as w ith in th e same univ ersity f rom one subj ect/ f acul ty to th e nex t. T h e univ ersity w il l prov ide inf ormation on th e req uirements th at it ex pects appl icants to meet.
5 . I f an appl icant f or a degree programme, under recognition of and credit f or academic and ex amination ach iev ements, appl ies to be pl aced in a h igh er semester f or a degree pro- gramme, th e rel ev ant of f ice at th e univ ersity w il l decide on th is in a v erif iabl e procedure and w ith in an acceptabl e timef rame. U nder certain circumstances, th e pl acement may al so be made subj ect to certain conditions (conditional pl acement). A s f ar as recognition and credit decisions are concerned, th e principl e of "eq uiv al ent, not identical " w il l not be based on a sch ematic comparison, but rath er on an ov eral l anal y sis and assessment. T h e eq uiv al ence agreements approv ed by th e S tanding C onf erence of th e M inisters of E ducation and C ul tural A f f airs (K M K ) and th e G erman R ectors' C onf erence (H R K ) as w el l as respectiv e agreements concl uded by th e G erman R ectors' C onf erence, and of th ose made w ith in th e scope of uni- v ersity partnersh ips, w il l be respected.
6. T h e univ ersity commits itsel f to running th e specif ied degree programmes as soon as (in- ternational ) students h av e commenced th eir studies. I f indiv idual modul es cannot be of f ered, th e univ ersity w il l endeav our to prov ide adeq uate repl acements. I f a w h ol e degree pro- gramme cannot be run, th is must be announced w ith out del ay , as f ar as possibl e at l east th ree month s prior to th e start of th e degree programme. I f international students h av e al - ready arriv ed in G ermany to tak e part in th is degree programme, th e univ ersity w il l endeav - our to f ind an adeq uate repl acement.

2 . T h e univ ersity w il l support th e students in acq uiring and improv ing th eir G erman l anguage sk il l s by prov iding pre-study and study -integrated l anguage courses. I f th e univ ersity itsel f does not of f er l anguage courses, it w il l adv ise students about courses of f ered by th ird par- ties.

T h e univ ersity w il l of f er programmes and contacts to h el p th e international students inte- grate into univ ersity l if e, ev ery day l if e, and th e w ork ing w orl d, as w el l as into th e l ocal and regional cul tural and social setting. T h e f ul l and f inal decision on th e compl aint must not be l ef t to th e of f ice against w h ich th e compl aint w as made. T h e com- pl ainant' s righ t to appeal against administrativ e acts by th e univ ersity or, in appropriate cases, to tak e l egal action bef ore civ il , administrativ e or criminal courts remains unaf f ected.
2 . I f disputes cannot be settl ed w ith in th e univ ersity , international students may appeal to a J oint A rbitration O f f ice based at th e H R K .
