First,themostimportantimpressionisrelatedtothepotentialpracticeofreservoirre-operationandhydro-economic analysistoimprovemanagementofwaterresourcesandconsequently,topromoteenvironmentalhealth,andtheelaboration ofamorecomprehensivewaterallocationpolicyfortheBigBendReachoftheRioGrande/Bravo.
Second,Ireadwithgreatinterestthemanuscriptdrawnupbytheauthorsandhavehadtheimpressionthatthemain proposedideaispartofalargerresearchproject,orofaresearchteamproject.Thisaspectcanbeexemplifiedbythereduced literaturereviewrelatedtothetopics:1)wateravailabilityintheregion,2)reservoirre-operation,and3)thefeasibilityof providingEFsandadaptingand/oradoptingapolicymechanism.Thereisabsolutelynothingwronghere!However,itis importanttomentionthisaspectinthedocumentsoonecanbetterunderstandtherationaleandresearchobjectivesofthe manuscript.
Next,ifthisresearchcomplementsabiggerresearchprojectasmentionedabove,itwouldbegreattocontinueworking onthisissueandelaborateanEFspolicytobereplicableinsomeothersRGBstudyareas,andindifferentgeographical contexts.
Finally,thenotionoftransboundaryregionisputasideandnotaddressedinasufficientmanner.Iwouldhighlyrecom- mendtoincludethislevelofanalysisinfuturestudiestheauthorswanttoexplore.
