How does the Intelligent Routing of a message happen?
AD_BUC_12_Subprocess: Change Participant
Description:The Administrative sub-process 'Change Participant' is a technical process used in a situation where a case is being created, and a SED is sent to an institution in another Member State - here it is possible to configure the receiving Member State Access Point to route the message to an “Intelligent Routing Application”. The Intelligent Routing Application is responsible to analyse (automatically or manually) the SED to determine the correct institution to receive the SED and to handle the case.
The precondition for it to work is that the Access Point in the Member State has configured the Intelligent Routing Rules.

Routing Application
The Intelligent Routing Application is a specific application that is responsible for receiving SED, analysing it and determining (automatically or manually) the correct Institution to handle the case.
New Participant
The New Participant is the institution who, before the execution of this Business Use Case, was not part of the case and following it is a participant.
Removed Participant
The Removed Participant is the Institution to which the SED was originally addressed and will be removed following the execution of this process
Other Participant(s )
Other Participant(s) represent(s) all other active participants in the case. This will be one or more Institutions as determined by the main process.
Steps:
The Intelligent Routing Application receives a SED, analyses it and determines the correct Institution that will handle the case in their Member State (New Participant). The Intelligent Routing Application then fills out a Change of Participant SED X100 providing the details of the New Participant's institution and the institution to be Removed and sends it to the Other Participant(s).
Other Participant(s) receive the X100 and take note of the New Participant and include it in any further exchanges of SED in accordance with the business rules of that case. Also, take note of the Removed Participant and no longer include this participant in the case.
The Intelligent Routing Application sends the SED they received to the New Participant. The use case ends here.
Alternative scenarios:
In case if the Intelligent Routing Application determines that the correct Institution is the same Institution to which the SED was originally addressed, then the Intelligent Routing Application sends the SED the received to the originally addressed participant.
Special requirements:
- Active participants in this case are those participants defined in the parent process which invoked this sub-process.

- Until a participant is Removed and no longer is included in the case the Other Participant(s) can continue sending SEDs in the case. It is the responsibility of the Intelligent Routing Application to also send these SEDs to the New Participant.
- The X100 SED is not sent to the Removed Participant or the New Participant
