Erasmus+

Erasmus+, represented by the National Erasmus+ office in Palestine; is the European Union (EU) programme which supports projects,

partnerships, events and mobility in the areas of education, training, youth and sport with a total budget of 16.5 billion EUR.

The programme has been developed by the EU’s European Commission in Brussels and is implemented by the Executive Agency for Education, Audiovisual and Culture (EACEA) in Brussels and the National Agencies (NAs) located in each of the 33 Programme Countries.

• Paying more field visits.

• Conducting a number of promotion workshop.

 Disseminates and coordinates with EU delegation in Palestine.

 Assists in promotion of Erasmus+ programmes.

 Reports about the Higher Education System-Palestine.

 Takes part in analysis and assessment of the evaluation of the proposals received through Erasmus+ call.

Higher Education Reform Experts (HEREs)

• The Erasmus+ Higher Education Reform Experts (HEREs) was established in the framework of the Tempus programme and continues to be supported through Erasmus+.

• These experts, appointed by the Education, Audiovisual, and Cultural Executive Agency (EACEA) at the European Commission in Brussels,

constitute a pool of expertise to promote and enhance the modernization of higher education.

• They participate in the development of policies and reforms in their countries and contribute to the training of local stakeholders.

• Their activities consist, for example, in organizing and participating in seminars, writing articles and reports, or providing advice to individual institutions and policy makers

Key Action 1: Learning Mobility of Individuals

 Key Action 1 supports mobility in the education, training and youth sectors and aims to bring long lasting benefits to the participants and the organisations involved (At least 63% of total budget).

 For over 30 years, students and staff have moved between European universities in the Erasmus programme.

 Since 2015, Erasmus+ has also allowed short-term mobility,

International Credit Mobility (ICM) to Europe from other parts of the world for students, researchers, and staff. This two-way mobility

allows students to study in a foreign university for 3-12 months and obtain credits which are then recognised at the sending institution as part of their degree. Programme Country institutions make up bilateral partnerships with universities from South Mediterranean countries and apply on behalf of their partners.

Key Action 2: Cooperation for innovation and the exchange of good practices

Key Action 2 make it possible for organisations from different participating countries to work together, to develop, share and transfer best practices and innovative approaches in the fields of education, training and youth (At least 28% of total budget).

Erasmus+ Capacity Building in Higher Education action (CBHE) projects, which lasts from two to three years, are aimed at

modernising and reforming higher education institutions, developing new curricula, improving governance, and building relationships between higher education institutions and enterprises.

They can also tackle policy topics and issues, preparing the ground for higher education reform, in cooperation with national authorities. Around 21% of the annual global budget for CBHE projects is earmarked for South Mediterranean countries.

Key Action 3: Support for Policy Reform

 This Key Action covers any type of activity aimed at supporting and facilitating the modernisation of education and training systems.

Under Key Action 3, the Erasmus+ programme will fund strategic

activities supporting policy reform across the EU in education, training and youth (At least 4.2% of total budget).

 Each year Palestine participates in the annual Policy Dialogue

conference which targeting Senior Educational Policy makers from more than 45 countries. The 4th conference will be held on July 9th 2018.

Jean Monnet activities

 Jean Monnet activities provide support and funding to academic institutions to promote excellence in European integration studies in higher education. This action also aims to foster dialogue between the academic world and policymakers in order to enhance EU policies for higher education. Jean Monnet activities cover the field of higher education only (At least around 4%).

Under the results of the Erasmus+ Jean Monnet Activities 2015, Palestine was the only country in the Southern Mediterranean region who has won a Jean Monnet project entitled: “ EU Studies: Building the Foundation.

989,000 This project develop a model that will integrate the STEM academic programmes at partner country universities with market oriented skills development training and practical on-the-job internships in start-ups. Such a comprehensive model is poised to shrink the gap between education and industry and ensure a smoother flow of knowledge and business ideas from university students.

Start-ups that will come out of this project will need financial support and we will work with them on all aspects of financial requirements to enable them to increase their chances in obtaining support from investors, banks and other financial support organizations.
