I. CHAIR'S ANNOUNCEMENTS
A. Measures in relation with COVID-19 and working conditions in AFET
The Chair informed the Coordinators about the President’s decisions of 13 January 2021 on extraordinary measures enabling the European Parliament to carry out its duties and exercise its prerogatives under the Treaties and on a new decision on security measures to limit the spread of COVID-19
The Chair also updated the Coordinators that due to the limited slots for Committee meetings, the votes on some enlargement reports will need to be postponed. Namely, the votes on the 2019-2020 Serbia and Kosovo reports will be postponed to 23 February and the votes on Albania and North Macedonia will need to be postponed to March.
B. Future EU-UK relations
The Chair informed the Coordinators about the deal on the future relations between the EU and the UK which was concluded before Christmas. The period of provisional application started on 1 January and will end on 28 February 2021, unless it is extended by the agreement’s Partnership Council.
The Chair shared also the AFET/INTA calendar for the consent procedure, working on the basis of the current provisional application period ending on 28 February:

C. Follow-up of the fact finding mission on Belarus
The Chair informed the Coordinators about the outcome of the fact-finding mission on Belarus which took place on 14, 18 and 21 December. The participants of the mission are currently finalising the mission report and recommendations, which will be sent to the President to serve as the basis for decisions on any further actions by the European Parliament.
D. Exchange of views in AFET with HR/VP Borrell on the wider Middle East
Coordinators postponed the decision on the thematic scope of the meeting to the next meeting.
E. Committees' input for the European Court of Auditors Work Programme 2022
AFET input to the European Court of Auditors Work Programme 2022 will be put for a decision at the next AFET Coordinators meeting.
F. Quorum for AFET votes
The Chair informed Coordinators that he would no longer verify the quorum ahead of opening of each AFET voting sessions. The vote will be deemed valid only if 18 of the voting Members (minimum quorum) will have casted their ballots, which is in line with the rule that provides that a committee may validly vote when one quarter of its members are actually present.
G. Study on Disinformation in the Western Balkans

The Chair updated Members about the follow-up to the reactions received about the “Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them” presented in AFET on 3 December 2020 and that one more independent peer review was ordered to investigate these queries and complaints and to verify if any factual corrections should be made.

DROI Coordinators decided during their meeting of 1 December:
1. Coordinators agreed on seven priority topics for DROI core business activities for the period from January - July 2021 including:
The loss of value of democracy and growing authoritarianism (e.g. use of surveillance technologies, restriction of press and media freedom and criminalisation of human rights defenders),
Human rights of children and minors, including migrant children (e.g.
sexual and reproductive rights, child labour & access to education),
Human rights and efficacy of EU external policies (e.g. sanctions, business and human rights, neighbourhood, GSP+ and unanimity voting on human rights)
Protection of minority rights (including freedom of religion or belief),
Post-COVID economic situation and its impact on human rights, including the impact of foreign debt on human rights,
Access to water as a human right,
Human rights in disputed and occupied territories

2. Coordinators agreed to follow up the urgency resolutions on Nigeria, Algeria, Nicaragua, and the Philippines in DROI meetings. In addition briefings and debriefings on Human Rights Dialogues with Saudi Arabia, China, Hong Kong, Turkey and Brazil, should be organised in the framework of DROI meetings.
3. DROI Coordinators has also decided that DROI should appoint a rapporteur for an opinion on the review of the GSP regulation at a next meeting, with a view to following this issue from a human rights perspective and request an opinion to the INTA report once this is procedurally possible.
4. To hold an exchange of views with the Heads of EU Delegations to Geneva and to New York on the current trends, developments and challenges on human rights in multilateral fora.
