SUMMARY

The report presents the results of a 1982 study conducted in Greece on consumer energy conservation policies and programs.

It is part of an eight-nation project which examines and compares cross-nationally the leading agencies, policy goals and instruments, social contexts and program impacts of a broad range of programs seeking to enhance energy conserva­

tion in the residential sector. These elements are considered in the light of policy conflicts involving energy conserva­

tion, consumer protection and environmental improvement.

Special attention is given to program strategies— communi­

cative, financial and regulatory-employed to achieve objec­

tives in the three policy areas mentioned.

Greece currently lacks a coherent, integrated set of house­

hold energy conservation programs. With the exception of household and commercial solar, financial and regulatory incentives for conservation are as yet virtually absent.

Such programs as do exist are devoid of feedback in the form of evaluation studies. However, there is substantial poten­

tial for the enhancement of an energy conservation policy based on regional and local initiatives both in the public and in the private sectors. The advent of an administration that explcitly designates decentralization of political

authority as a key strategy for national development affords a signal oportunity for establishing new policy directions in the domain of energy conservation as well as environmen­

tal and consumer protection.

The report also contains extensive quantitative data on energy consumption in the household sector and a documen­

tation of energy-related environmental protection legisla­

tion in Greece. The study is available in English and Greek

language versions.
