g e n e r a t e d by some g i v e n " i n t r u s i o n " i n t o a s i t u a t i o n ; t h e r i s k d e c i s i o n and a s s o c i a t e d o p t i o n s a r e d e f i n e d a c c o r d i n g t o t h a t f a c t o r . R i s k p e r c e p t i o n s a r e t h e n g i v e n t h e i r m u l t i p l e a t t r i - b u t e s a l s o i n r e l a t i o n t o t h a t f a c t o r . " o b j e c t i v e " r i s k o n l y c o n s o l i d a t e a s n a t u r a l t h e common b a s i c f r a m i n g which i d e n t i f i e d t h e t a r g e t s o f t h e r i s k - i d e n t i f i c a t i o n F r o c e s s i n t h e f i r s t p l a c e ; ( i i ) t h e y h a v e acknowledged t h e s o c i o l o g i s t s ' c r i t i c i s m t h a t " r i s k s " a s d e f i n e d by r e g u l a t o r y b u r e a u c r a c i e s s e a r c h i n g f o r an a r t i f i c i a l l y p r e c i s e uni-dimen- s i o n a l s c a l e i n which t o s e t a n a c c e p t a b l e l e v e l may b e a mean- i n g l e s s c a t e g o r y (8). They n o t e t h a t " f r o m a d e c i s i o n making p e r s p e c t i v e , it makes n o s e n s e t o s p e a k a b o u t a c c e p t a b l e r i s k s . One a d o p t s ( o r a c c e p t s ) o p t i o n s , n o t r i s k s . The o p t i o n may e n t a i l some l e v e l o f r i s k , b u t t h e r e i s no way i n which t h a t r i s k c a n be s e p a r a t e d f r o m i t s o t h e r f e a t u r e s " ( 9 )

However, t h i s s e n s e o f e n l i g h t e n m e n t i s t e m p e r e d by t h e more f u n d a m e n t a l p r o b l e m t h i s a p p r o a c h d o e s n o t a d d r e s s , namely
t h a t i t p e r s i s t s i n d e f i n i n g " o p t i o n s " ( and i m p l i c i t l y e v a l u a - t i n g r a t i o n a l i t i e s o f p e r c e p t i o n and r e s p o n s e - o p t i m i s a t i o n )
i n t e r m s o f a d e c i s i o n p r o b l e m assumed t o b e common t o a l l a c t o r s . They a r e a l l a s s u m e d t o a d o p t a d e l i b e r a t e , a c t i v e r e s p o n s e by s e l e c t i n g a m o n g s t o p t i o n s d e f i n e d i n r e l a t i o n t o t h a t f a c t o r w h i c h ( a m o n g s t o t h e r t h i n g s ) e m b o d i e s some r i s k s . E v e r y " p r o b l e m " i s a c t u a l l y a m o s a i c o f s e v e r a l i n t e r p e n e t r a t i n g p r o b l e m s o f d i f f e r e n t l e v e l s o f v i s i b i l i t y a n d p r e c i s i o n . The i n t s r p e n e t r a t i o n s a n d l e v e l s w i l l d i f f e r f o r d i f f e r e n t a c t o r s , who c o n c r e t e l y e x p e r i e n c e an i s s u e i n v e r y d i f f e r e n t ways. N u c l e a r f u e l t r a n s p o r t i s a d i f f e r e n t i s s u e f o r a r a i l w a y w o r k e r t h a t it i s f o r a n u c l e a r e n g i n e e r o r s a y a s h o e - f a c t o r y w o r k e r who may n e v e r h a v e h e a r d o f i r r a d i a t e d n u c l e h k f u e l . T h i s i s n o t m e r e l y a p o i n t a b o u t c o g n i t i o n . How a r a i l w a y w o r k e r r e l a t e s i n r e a l l i f e t o a n u c l e a r f u e l c o n s i g n m e n t a s a " p r o b l e m " may h a v e d i r e c t e n p i r - i c a l i m p l i c a t i o n s f o r o t h e r c o n s i g n m e n t s a n d work r e l a t i o n s h e h a s t o h a n d l e r o u t i n e l y ; how a n u c l e a r e n g i n e e r r e l a t e s t o it e m b o d i e s a d i f f e r e n t s e t o f c o n s e q u e n c e s f o r h i s o r h e r p r o f e s s i o n a l s t a t u s , s o c i a l c r e d i b i l i t y . O t h e r s who h a v e n o a c t i v e i n t e r e s t w i l l h a v e a n " a t t i t u d e " t h a t i s o n l y t h e
a c c i d e n t a l b y - p r o d u c t o f o t h e r c o m m i t m e n t s w h i c h h a v e a n i n c i - d e n t a l i m p a c t o n t h e " p r o b l e m " . However, e v e n t h e s e c a n b e c o n s t r a i n t s , s i n c e t h e s e i n c i d e n t a l c o m m i t m e n t s , e . g . , t o t h e p a s s i v e i d e a t h a t t h e l o c a l m a r s h a l l i n g y a r d i s a b e n i g n e n v i - r o n m e n t , c a n b e t h e s o u r c e o f s u d d e n a c t i v e i n t e r e s t i f a t t e n - t i o n p a t t e r n s a r e somehow c h a n g e d . What w e c a l l a n i s s u e i s i n r e a l i t y a common c o n t e x t d e f i n e d b y some i n f l u e n t i a l i n t e r e s t g r o u p a s a " p r o b l e m " t o b e "managed". B u t t h a t common s e t t i n q i s t h e c r o s s r o a d s f o r m u l t i p l e e x p e r i e n c e s a n d i s s u e s .
I t i s a common l i m i t a t i o n o f p o l i c y a p p r o a c h e s , a n d o f p o l i c y r e s e a r c h t h a t i n t e r e s t s i m p i n g i n g on a n " i s s u e " a s d e f i n e d f r o m
