Eine Reihe von anknüpfenden und weiterführenden Untersuchungen bieten sich angesichts der Ergebnisse der vorliegenden Arbeit an, die teilweise auch schon angesprochen wurden.
Wie bereits mehrfach angedeutet, wäre eine Analyse naheliegend, die Modelle überprüft, die Agenda-Setzung durch die Kommission und das Europäische Parlament berücksichtigen68. Diese hätten den Vorteil, dass sie auf den gesamten DEU-Datensatz inklusive aller Kooperations- und Kodezisionsverfahrensfälle anwendbar wären. Das Haupterkenntnisinteresse dieser Modelle liegt jedoch meist – anders als bei dieser Arbeit – in der Vorhersage des legislativen Endergebnisses.
Zur Erklärung der Position des Ministerrats, die hier im Mittelpunkt stand, wäre eine Nacherhebung des offiziellen „gemeinsamen Standpunkts“ des Ministerrats als eigene Variable sinnvoll und nötig. Dies wäre z.B. möglich durch eine Inhaltsanalyse der entsprechenden offiziellen Ministerrats-Dokumente im Hinblick auf die bereits spezifizierten Sachfragen und die ebenso bereits definierten möglichen und vorhandenen Positionen zu den Sachfragen. Eine solche Variable würde eine direkte Überprüfung der Konzepte zur Prognose der Ministerratsposition ermöglichen.
Zum „Forschungskomplex“ der Koalitionsbildung im Ministerrat wäre es interessant neben der Maximal Satisfaction Solution mehrere andere räumliche und andere Koalitionsbildungsmodelle, die teilweise im zweiten Kapitel vorgestellt wurden, zu überprüfen und zu vergleichen. Angesichts der Schwächen vieler dieser Modelle im Hinblick auf eine Anwendung auf die spezielle „Situation“ des Ministerrats gibt es auch Bedarf für die Entwicklung eines theoretisch fundierten Koalitionsbildungsmodells für den Ministerrat.
Denn dieser unterscheidet sich in mehrfacher Hinsicht von den Gremien nationaler politischer Systeme, die das Erklärungsobjekt der genannten Koalitionsbildungsmodelle sind:
So sind im Ministerrat bzw. bei der Gesetzgebung der EU mehr Akteure beteiligt als es z.B.
Parteien in den meisten Parlamenten gibt. Die Zahl politischer Konfliktdimensionen ist wesentlich größer, dafür sind bei jedem einzelnen Kommissionsvorschlag meist nur ein bis drei konkret betroffen. Die formelle Machtverteilung ist durch die Stimmenzahlen festgeschrieben und ändert sich nicht z.B. durch regelmäßige Wahlen. Und es geht in der

Regel um reine Sachentscheidungen, weil es keine Ressorts oder andere politische Ämter zu verteilen gibt.
Zur Überprüfung weiterer Koalitionsbildungsmodelle bietet es sich an, als zusätzliche Datenquelle die vom Ministerrat veröffentlichten protokollierten Abstimmungsergebnisse hinzuzuziehen. Ihre theoretisch begründeten Nachteile wurden bereits in der Einleitung erläutert. Ihr Vorteil bestünde aber darin, dass sie ein einfacheres und eindeutigeres Forschungsdesign ermöglichten, insofern die prognostizierten Koalitionen über die Anzahl korrekt vorhergesagter Koalitionsmitglieder direkt an den Daten gemessen werden könnten und nicht indirekt durch den Vergleich der Position der Koalition mit dem legislativen Ergebnis.
Wo es möglich und sinnvoll ist, sollten sowohl Modelle zur Vorhersage der Position des Ministerrats als auch Koalitionsbildungsmodelle die verschiedenen Sachfragen durch die relative Wichtigkeit (salience) für die Akteure unterschiedlich gewichten; dies erlaubt eine realitätsnähere Abbildung als die Annahme, dass alle verhandelten Sachprobleme für alle Beteiligten gleich wichtig sind.
Die Hypothese von einem Zusammenhang zwischen stimmenmäßiger Überrepräsentation und der Eigenschaft ‚pivotal’ zu sein, könnte mit einer breiteren Datenbasis besser als in dieser Arbeit überprüft werden. Da die Originalthese nach Atlas et al. (1995) und Rodden (2001) diesen Zusammenhang speziell für redistributive Entscheidungen erwartet, würde sich hierzu eine Differenzierung der Kommissionsvorschläge, oder der einzelnen Sachfragen, nach solchen mit und ohne redistributive Wirkungen anbieten. Das würde einen direkten Test der Originalhypothese ermöglichen.
