 Institutional feasibility. Which institution (ministry, parastatal, state-guaranteed organisation) will be responsible for the follow-up and further work on the project in the future?

 Financial feasibility.

Give an overview of the expected running costs and costs for maintenance and replacement investments. How will these costs be financed after the final disbursement under the project?

 Describe the effectiveness of the proposed activity (the contribution of the expected results to achieving the objectives - efficiency, effectiveness).

The ethical aspects of the project Background information:

As a participating member state of the United Nations, the submitting state accepts the

Universal Declaration of Human Rights and the related International Convention on the Rights of the Child.

Finexpo's operation is based on the OECD guidelines and arrangement. As a result, the submitting state, by means of an untied state loan, indirectly follows these OECD guidelines and arrangements and the ethical issues associated with them.

- Does the project respect the ethical aspects such as the promotion of human rights,

employment and labour relations, a better environment, combating bribery and corruption, the provision of information and consumer interests as described in the OECD due diligence manual on (international) Responsible business conduct (RBC)?

- Will the applicant State encourage the entrepreneur of this project to follow the OECD due diligence manual on RBC?

- Is the project in line with the UN Global Compact initiative and the related UN Guiding Principles for Business and Human Rights and will the applicant State pursue this?

If so, what monitoring mechanisms and awareness-raising actions are in place to follow up on this project?

- Is the applicant State a member of the International Labour Organization (ILO) and does it follow the recommendations of the Declaration on Fundamental Principles and Rights at Work?

- Will these ethical aspects and guidelines be conditions during the international call for tenders and included in the specifications as well as during the implementation of the project?

If so, do the submitting State and the selected company allow Finexpo and/or the Belgian development agency Enabel to check this during organised missions and the assessment of evaluations via interim and final reports?
