Die vorliegende Dissertation untersucht die Notfallversorgung durch öffentliche und private Rettungsdienste in Namibia. Dabei stehen Struktur, Allokation und Lokation der Rettungskräfte sowie daraus resultierende Verhaltensweisen der Bevölkerung im Fokus der Forschung.

Die Untersuchung soll mittels einer Politikfeldanalyse eine Beschreibung und Erklärung der Systemgestalt zum Zeitpunkt der Erhebung sowie der Entstehung des Systems ermöglichen. Um dies zu erreichen, werden der Politikzyklus und das Politiknetz einer Betrachtung und Adaption an die vorliegenden Gegebenheiten unterzogen.

Darüber hinaus sollen die Verfahrensweisen der Rettungsdienste, insbesondere vorhandene Stärken und Schwächen, untersucht werden. Sie haben massive Auswirkungen auf die Systemgestalt.

So wurde es möglich, mittels eines adaptierten Konzeptes zu beschreiben, wie in Namibia in Bezug auf die Notfallversorgung verfahren wird und wieso es Diskrepanzen in Bezug auf Versorgungsqualitäten und -quantitäten gibt.

Vor diesem Hintergrund schließt die Arbeit mit einem Fazit und Empfehlungen für das aktuelle System.

Abstract

This dissertation examines the emergency care through public and private ambulance services in Namibia. In this structure, allocation and location of the emergency services and the resulting behavior of the population are the focus of research.

The investigation will use a policy analysis to describe and explain the system configuration at the time of the survey and the emergence of the system. To achieve this, the policy cycle as well as the policy network get subjected to a consideration and adaptation of the present circumstances.

In addition, the procedures of emergency services, in particular existing strengths and weaknesses, are investigated. They have a massive impact on the system configuration.

Thus, it is possible by means of an adapted concept to describe how in Namibia procedures in relation to the emergency medical care and why there are discrepancies in terms of supply qualities and quantities.

With this knowledge the dissertation concludes with recommendations for the current system.
