H e n c e , t h e i n t r o d u c t i o n a n d e s t a b l i s h m e n t o f s u c h a d h o c i n s t i t u t i o n s w i l l p r o b a b l y g e n e r a t e r e m a r k a b l e c o s t s , o n e e x a m p le o f w h ic h i s t h e l e a r n i n g c o s t s f o r t h e p o p u l a t i o n t o becom e f a m i l i a r w i t h t h e new i n s t i t u t i o n a l s t r u c t u r e . M o re o v e r, s u c h c o s t s a r e n o r m a l l y n o t t a k e n i n t o a c c o u n t w i t h i n t h e o p t i m i z a t i o n - m o d e l fra m e w o rk , pw.in.g. t o . e v i d e n t p r o b le m s o f q u a n t i f i c a t i o n .

Theoretically, the evaluation of such institutional changes represents no specific problem. The criterion of optimal political interventions holds true here: that is, changes will take place as long as the marginal social costs do not exceed the marginal social benefits. This criterion is a universal law. Actually, however, planning models in most cases hitherto'.behave as if the new optimal institutional structure could be achieved with zero transaction costs, and this clearly seems to be an underestimation of the "true"

social costs of such corrections. Therefore, one most cer­

tainly has to admit the validity of the statement made by Fishelson that, "...the optimal degree of federalism

t h e r e g i o n a l in c o m e d i s t r i b u t i o n , o r t o t h e d i s t r i b u t i o n o f in c o m e s among d i f f e r e n t r e g i o n s . One e x a m p le

illustrating this case would be the different esti­

mations given for the recreational value of landscape, or the question of desired water quality. Here, we can assume that uniform preferences for the whole state can only be expected with regard to the minimum standards; and that regional differentiation will occur in accordance with higher degrees of water quality.

As long as differentiated regional preferences exist, a correspondingly differentiated allocation of authority at the regional., level for environmental policy would be adequate ■— but, only insofar as it relates to the

luxury .part of public goods.

b) A second criterion for optimal regional decision-levels in economic policy concentrates on the cost advantages of larger economic units, the "economies of scale". The per capita costs of supplying the population with public goods change.in accordance with the size of the regional unit; the degree of these economies of scale depends on the technical qualifications of the public goods.

Nearly all empirical studies on the cost curves of public goods yield downward sloping, or at least horizontal cost curves related to, units of output when the provisional area is enlarged. Progressive curves occur only very seldomly

— a fact which confirms the general economies-of-scale hypothesis within the area of public goods.

As regards cost patterns in environmental policy, empirical evidence supports the claim that costs are decreasing

in the areas of water provision, sewage systems and se­

wage treatment. Conversely, however, measures for the prevention of air and noise pollution have not been shown to yield a negative relation between provisional area and cost curves. Such global results, however, cannot serve as a basis for decision-making; rather, they can only indicate tendencies which are subject to change

In attempting to sketch the optimal allocation of authority in environmental policy, the following structure seems

t o b e p l a u s i b l e : 9) On t h e b a s i s o f a l l t h r e e c r i t e r i a mentioned above, a local authority responsible for noise prevention as well as conventional solid waste

management (garbage disposal) would appear to be adequate.

Sewage treatment, however, would fall under the responsi­

bility of regional authorities because of cost degression and high external effects. A regional authority would also have responsibility for air pollution policy,

The second criterion, the "homogeneity of preferences", also seems to be too imprecise for practical purposes. It is

questionable, for example, whether preferences in a smaller geographic region in reality are more homogeneous than

those in larger unith. There is a great deal of evidence

t o s u p p o r t t h e c o n t e n t i o n t h a t p r e f e r e n c e s a r e b o u n d t o r e s o u r c e u s e g r o u p s , t h e m em bers o f w h ic h a r e o f t e n s p r e a d o v e r d i s t a n c e s o f h u n d r e d s o f m i l e s . T h e r e f o r e , t h i s c r i ­ t e r i o n s t a n d s on a r e l a t i v e l y weak b a s i s ; i t i s o n l y o f

l i m i t e d u s e w hen c o n f l i c t i n g r e s o u r c e u s e g r o u p s a r e l o c a t e d i n t h e sam e r e g i o n .

An a l t e r n a t i v e a p p r o a c h b a s e d on p o l i t i c a l s c i e n c e w o u ld

rest on the question of preconditions for usage of decen­

tralized structures by the individual, which in turn would 16) - 1 require mediation of various kinds of competence:

- expert competence, in the sense of procurement of a certain amount of political5'expertise;

integrative competence, in the sense of capacity to con­

dense scattered insights into a general picture of political relevance;

- social competence, considered as the ability to realize and apply skills gained from expert and integrative com­

petence in social activity.— e.g., in participatory processes;

- cultural competence, considered as the ability for self- realization via individualistic political value-decisions.

If these competencies — and hence the preconditions for the use of decentralized structures — are given, it is necessary to draw a distinction between different policy areas in

accordance with the criterion of nearness to — or its correlate, distance from — acceptance, because not all policy areas are affected by the obligation of nearness to acceptance (capability for resolution via consensus) as are spatially linked political activities. But even in the case of spatial, .phenomena, there seems to be no way for moving directly from the nearness-to-acceptance criterion to a call for establishing participation •

in this policy area; cost/benefit analysis of centralized and decentralized structures must necessarily be inserted at this stage. The following criteria could prove useful in such a cost/benefit analysis:

- Operationalization of values: The constitutions of the western nations contain personalistic values which result

from a national trade-off process between the poles of collectivism and individualism. Every organizational model of integrative planning, then, must test successfully
