UNO-Deklaration zu den Minderheitenrechten

Eine Minderheit zeichnet sich durch folgende Elemente aus:

• numerische Unterlegenheit im Vergleich zur Gesamtbevölkerung;

• nicht-dominante Stellung im Staat;

• ethnische, religiöse oder sprachliche Unterschiede gegenüber der Mehrheitsgesellschaft;

• Staatsangehörigkeit des Aufenthaltsstaates.
