"weicher Standortfaktor" gezielt eingesetzt.

The different meanings of the term "framing" formed the starting point for the development of this series of discussions on the question of
presentation and representation. "Framing" can be understood as a material framework that distinguishes or delimits an artwork from its environment, as an immaterial framework in the sense of a context in which an object is positioned, and finally as a synonym for "insinuating something about someone". Up until this point the conference series has focussed on the mechanisms of "framing" in the art and film business. Now the focus turns to strategies of representation in the urban space with a particular emphasis on the political instrumentalisation of "culture". The individual panels will deal with the following themes: Culture in the public sphere
contributes to the attractiveness of a city and is specifically deployed as a "soft locational factor". Festivals, spectacles and other (multi) cultural events serve as symbolic capital and shape a city as a brand. To what extent do cultural institutions and cultural actors take part in such
market-oriented and urban social processes?
A panel discussion will deal with the issue of the "Berlin Republic" and its
"cultural Sonderweg". There will be a focus on the background and formation of European cultural policy and the "understanding of culture" informing activities at both local and international levels.
Cultural policy and the "festivalization" of urban society raise questions regarding the relationship between "culture" and "economy". On the one hand, the discussion will focus on the extent to which global players exercise an influence via design and advertising on the dissemination of cultural goods in a globalised economy. On the other hand, culture as itself a global player, will be discussed.
In an epoch in which advertising, culture and the ethnicization of society interact, "ethno-marketing" has developed into an independent branch.
Special culturally specific marketing approaches aim to address an ethnically defined target audience. To what extent do cultural institutions make use of such marketing strategies by marketing their presented cultural goods in ethnic terms? How do "cultural brokers" mediate world cultures and thereby "frame" them consciously or unconsciously?
