The trend to early retirement.
A l t h o u g h t h e a g e o f t h e r e c e i p t o f a s t a t u t o r y p e n s i o n i s a l i m i t e d m e a s u r e , t h e f i g u r e s a r e n e v e r t h e l e s s s o s t r i k i n g t h a t t h e y a r e w o r t h r e p o r t i n g . I f we t a k e t h e c o h o r t b o r n i n 1 9 1 3 , we f i n d t h a t 23 p e r c e n t o f t h e m a l e s a n d 39 p e r c e n t o f t h e f e m a l e s w e r e d r a w i n g p e n s i o n s a t a g e 6 0 . B u t w hen we e x a m i n e t h e p a t t e r n f o r t h e c o h o r t b o r n 10 y e a r s l a t e r (1 9 2 3 ) , we f i n d t h a t t h i s p r o p o r t i o n h a s r i s e n t o 51 p e r c e n t f o r m a l e s a n d 66 p e r c e n t f o r f e m a l e s , 1 T h u s , we c a n c o n c l u d e t h a t 65 i s n o l o n g e r t h e n o r m a l a g e o f r e t i r e m e n t a n d t h a t f o r y o u n g e r c o h o r t s a t l e a s t h a l f o f t h e m a l e s a n d t w o - t h i r d s o f t h e f e m a l e s a r e a l r e a d y r e c e i v i n g a p u b l i c p e n s i o n a t a g e 6 0 . I n f a c t t h e a v e r a g e a g e o f r e c e i p t o f a s t a t u t o r y p e n s i o n i s now 59 y e a r s f o r m en . M any p e o p l e who h a v e e f f e c t i v e l y r e t i r e d a r e n o t i n c l u d e d i n t h e p e n s i o n s y s t e m , b u t i n s t e a d r e c e i v e t h e i r b e n e f i t s t h r o u g h o t h e r p r o g r a m s , s u c h a s u n e m p lo y m e n t i n s u r a n c e , o r s i c k p a y , o r t h e P r e - r e t i r e m e n t p r o g r a m o r p r i v a t e p e n s i o n s f i n a n c e d b y t h e f i r m s .
