Local authorities and the engagement of private actors in climate change adaptation

Guiding questions for the semi-structured interviews conducted in Helsinki and Copenhagen. Because the interviews were part of a larger research initiative the interview guidelines also include questions that are not relevant for the study presented in this article. The question that are of special importance for this article are highlighted in bold letters.
