The “Seam Area” Regime: Stage 1

Stage 1

Ya’bad

The area between the barrier and the green line (1.7% of the West Bank):

“closed military zone”.

Entering or being in the closed zone is forbidden without a special permit.

The order does not apply to Israelis, Jews and tourists.

(12)

The “Seam Area” Regime: Stage 1

Tulkarm

Qalqiliya

Ya’bad

Palestinians over age 12 must obtain a

"permanent resident" permit.

Need to prove “to the satisfaction of the Civil Administration” that they do

in fact live in the seam area.

Permits valid only for several months.

Residents can appeal to a military committee;

if rejected they must leave their homes.

Stage 1

Qalqiliya

Ya’bad

Other residents from the West Bank must have a permit in order to

enter the seam area.

12 types of permits exist based on the purpose of entry:

farmer; medical personnel, teacher, etc.

Permits are valid for a particular gate and for certain times of day only.

Crossing the Barrier: Stage 1

(15)

Freedom of Movement

Stage 1

Tulkarm

IDF restrictions have brought Palestinian movement to an

almost total halt.

Passage permits: applications are often arbitrarily rejected

Passage requires long waits.

During “total closure” the gates are closed.

The Right to Work

Tens of thousands of Palestinians are separated from their workplaces.

of Living

The Right to an Adequate Standard

The barrier is liable to force thousands more Palestinian families into poverty.

of Living

The Right to Health

• Most of the affected communities rely on hospitals in Tulkarem,

Qalqilya and East Jerusalem.

• Nine of the villages in enclaves west of the barrier do

not have a medical clinic.

Are there Alternatives?

Improve functioning of

checkpoints along the Green Line

Most perpetrators of attacks enter Israel through the checkpoints.

Deploy more forces along the Green Line

The IDF chose to shift forces to locations deep within the West Bank.

Construct the barrier along the Green Line
