Conclusions

Rotterdam builds a ‘’food policy’’ gradually, step by step, acting and thinking at the same time.

Learn from other cities, but develop your own story, each city is unique

Integration with other policy domains is essential in long run

Co-operate with civil society, small start ups, and big established food companies

Governance rather than government

Interconnect the three dimensions: SFSC, CE, MFL
